It compares statements from President Eisenhower and Secretary Ezra Taft Benson with Democratic criticism, quantifies surplus storage expectations, and explains the Soil Bank conservation program’s payments to divert acreage. Research Reports1156 Nineteenth Street,N.W.Washington \n# SOIL CONSERVATION AND CROP SURPLUSES\n\nTNDLESS DISCUSSION about how to solve the problemof mounting crop surpluses and declining farm priceswill mark the coming election campaign.Whether it willlead to adoption of a farm program likely to ease pressureson either the farmer or the taxpayer is another matter.President Eisenhower said in his budget message for thefiscal year 1961,transmitted to Congress on Jan.18,that\"Federal programs for agriculture will again have a heavyimpact on the budget, primarily because of continued highagricultural production and the past unwillingness of theCongress to make the adjustments in production needed topermit relaxation of government controls over farm op-erations.\" \nSecretary of Agriculture Ezra Taft Benson said on theTV-radio program Meet the Press on Jan.17 that it was\"rather tragic the way we have permitted these surplusesto accumulate at great cost to the taxpayer.\"At Ithaca, \nN.Y.,last March 24 Benson had called the present farmprogram \"the most costly,irrational,hodge-podge programever patched together.”Democrats,on the other hand, accuse the Secretary of having administered the programimproperly.1 \nEach party thus tries to saddle on the other the respon-sibility for failure to curtail agricultural surpluses.Thevalue of surplus crops held in storage under price-supportoperations is expected to reach the unprecedented total of$10 billion in 1960. \nPolitical leaders and agricultural experts agree that themost to be expected from Congress in this election year,in the way of action to reduce surpluses,is a modest expan- \nEditorial Research Reports \nsion of the Soil Bank conservation program—the onlyprogram endorsed by Democrats,Republicans, and farmowners generally. The Soil Bank program, broadly speak-ing,involves paying farmers to divert acreage from cashcrops to soil-building crops.Economically and politically, this is considered the most desirable way to attack thesurplus problem.Payments under soil conservation pro-grams bolster farm income without adding to crop sur-pluses,while conservation builds up the land for profitableuse by future generations. \nThe American Farm Bureau Federation, most influentialof the three major farm organizations, declared at itsChicago convention last December:\"The maintenance andimprovement of our land resources are of basic impor-tance....As a temporary measure to help farmers inadjusting production to current needs,we favor a properlydesigned and administered conservation reserve programwhich(1)retires land that otherwise would be devoted tocrops,(2)keeps land out of production for a long termof years,(3)prohibits harvesting of grazing land underthe program,(4)encourages farmers to put entire farmsin the reserve,(5)secures sufficient participation to reduceproduction substantially, bringing total agricultural pro-duction into balance with domestic and foreign marketdemand.\" \n# CONSERVATION APPROACH TO SURPLUS PROBLEM\n\nResort","cbCaigtrbnbzx369","https://ap.wps.com/l/cbCaigtrbnbzx369","pdf",3479507,17,"English","# SoL conservation and crop
