hoping to spon-sor with the United States a \"technical and products exhibit\"to display alter-native chemical or technical substitutes for CFCs,believed to deplete the ozonelayer protecting life on Earth.Canadian officials would 1ike to host the eventin Montreal, where the final international negotiating session on CFCs will beheld September 8-11.The idea is only now in the \"formative stages,\"but is oneCanadian officials believe may settle uncertainties among such countries as Japanand Russia that are more reluctant than other countries to cut back on CFCs,thehead of the Canadian delegation told A/WPR last week. \nJAPAN IS AMONG many countries heavily dependent upon CFCs to manufacture itsgoods. The chemical is largely used in electronies equipment, refrigerators, air conditioning units and foam packaging. The aim of such an exhibit would beto show doubting countries that substitutes can have a \"significant impact,\"added the Canadian official. An agreement in principle to protect the ozoneshield was reached in Geneva on April 30,with 31 nations saying CFC productionshould be frozen at 1986 levels and substantially reduced by 50%later(A/WPR,May 4,1987,p.171)。 \nDECISIONS,DECISIONS.Meanwhile,it is unclear whether the U.S.position onCFCs will be strengthened or weakened during the next round of talks in Brussels,June 27-28.The EPA and State Department-backed plan, calling for a 95%reduc-tion of CFCs and an immediate freeze on CFC production,is under review by theMhite House Domestic Policy Council. Administration officials appear to be atodds over the U.s.stance,with some reportedly pushing for a less stringentreduction approach, and others asserting that the U.S.position will be under-mined by pushing only for an emissions freeze at last year's levels. \nEPA CHIEF LEE Thomas told A/WPR last week that discussions will continue withinthe administration until an agreement is reached because \"we're getting down tothe more intersive part of this negotiation.\"He also said the U.S.stance \"ispretty aggressive.I don't see the U.S.as being in a backing-away position atall. We'll have a strong protocol, and the market for substitutes will be there,\"he said,adding,\"We still have a long way to go.on agreed language on tradeprovisions and monitoring and enforeing the protocol,\"and on which chemicalswill be targeted for cutback or elimination. But foreign positions are \"comingcloser to the U.S.position.\" \nMETHANOL PUSHED BY AUTO INDUSTRY,EPAAS BEST ALTERNATIVE FUEL FOR VEHICLES \nDevelopment of alternative fuels to reduce vehicle emissions and help badlypolluted urban areas attain federal Clean Air Act standards got strong backinglast week from the Big Three automakers and the Environmental Protection Agency. Most agreed that methanol, rather than ethanol or compressed natural gas, holdsthe greatest environmental and economic promise for the United States. But in-dustry officials warned that \"to introduce a methanol economy, government ini-tiatives will be necessary.\" \nIndustry and government officials appeared at a hearing on June 17 beforethe House Subcommittee on Energy and Power, chaired by Rep.Phi1 Sharp(D.-Ind.),to assess the need for alternative fuels.Sharp's panel is considering a seriesof bills to promote the ","cbCaidohKBvSr4Dn","https://ap.wps.com/l/cbCaidohKBvSr4Dn","pdf",3475154,11,"English","# Industry Backs Alternative Fuels Development\n## CFC substitute exhibit and Montreal negotiations\n## Decisions on CFC talks and U.S. stance\n## Methanol support from auto industry and EPA\n## Hearing on alternative fuels and policy considerations","[{\"question\":\"What role do alternative fuels play in the document’s discussion of air quality?\",\"answer\":\"Alternative fuels are presented as a clear way to help solve air-quality problems by reducing ozone and carbon monoxide levels that affect many U.S. cities.\"},{\"question\":\"Why do Canadian officials plan to host a CFC substitutes exhibit?\",\"answer\":\"They aim to display technical and product substitutes for CFCs to reduce uncertainties among countries that may be more reluctant to cut back production.\"},{\"question\":\"Why is methanol highlighted as a leading alternative fuel?\",\"answer\":\"The document states that most agree methanol offers the greatest environmental and economic promise, but government initiatives are still considered necessary to launch a methanol economy.\"}]","SLANTS & TRENDS - EPA Will Help Lead Alternative Fuels Bandwagon | PDF",1791867688,28]
