Our paper actually quantifies the mismatch and its consequences in all four dimensions of the priority analysis: congestion, vehicular pollution, pollution vulnerability, and travel time. In the abovecited paragraph, we used the word “mismatch” to convey a general sense of the imbalance. We did not intend to imply that a generalized measure was feasible and, as we note in the paper, an explicit social objective function would be needed to combine the four priority-ranking dimensions into a common metric.
