Jurisdictions can enforce objective zoning and design standards for new residential dwelling units applying SB 9 regulations. This Toolkit explains and clarifies the objective standards and requirements for SB 9 applications consistent with State law. \nThe development scenarios in this Toolkit will make the implementation of SB 9 projects more predictable and easier to interpret for all stakeholders, including decision makers, staff, applicants, and members of the public. \nThe Model Ordinance contains SB 9 requirements and a variety of“model” Objective Design Standards gathered from jurisdictions across Riverside County and elsewhere. Standards related to SB 9 projects can be edited and modified by respective jurisdictions within WRCOG before implementing and adopting the regulations for their jurisdiction. \nThe Toolkit organizes these topics into the following broad categories: \ny Introduction to SB 9 \ny Development Scenarios \ny SB 9 Model Ordinance \nv \nSenate Bill 9 (SB 9) Toolkit (Draft) \nThis page intentionally left blank. \nWestern Riverside Council of Governments \nvi \n1 SB 9 FACTSHEET \nDraft • December 2022 \n“SB 9 is about opening the door for more families to pursue their version of the California Dream—whether that's building a home for an elderly parent, creating a new source of income, or buying that first house.
