our primary and sec-ondary schools were havens of play,learning andsocialisation can no longer be taken for granted.Emerging threats and disturbing incidents are forc-ing a rethink of school safety and security.Students areincreasingly exposed to risks ranging from food poisoning,sports injuries,fires,laboratory accidents,external tripmishaps and building hazards.If those are not bad enough,students also face physical and cyber bullying,sexual ha-rassment,physical and emotional abuse,mental healthcrises,and grooming and exploitation.Schools must there-fore be fortified not only against accidents and emergenciesbut also against physical,emotional and psychologicalharm.  \nCollectively,the true scale of these incidents remains dif-ficult to quantify.However,nearly 2,900 bullying cases and  \n3,570 criminal misconduct cases were reported in the pastyear.Police data also show that child sexual harassment,assault,grooming,exploitation and child pornography casesrose to-1,567 annually.More than 60 per cent of bullyingvictims suffered depression or trauma.Meanwhile,2,880road crashes involving children in the past nine monthsresulted in 714 deaths.Students also face everyday hazards  \nSINAR HARIAN    \nTHE STAR□  \ntrom slippery staircases,fallingobjects,damaged furniture,near-by construction work and defec-tive sports equipment,while lab-oratory accidents continue to oc-cur when experiments areconducted without proper super-vision.  \nTheprinciplesunderpinningoccupationalsafety and riskmanagement inthe workplace canbe adapted forschools..  \nThese incidents have promptedthe Education Ministry to intro-duce the Safe School Manage-ment Guidelines and the StudentProtection Policy.Developed incollaboration with occupationalhealth experts,the policy serves  \nas a reference for educational institutions and seeks to ad-dress broader risks to students'physical and psychologicalwell-being.The ministry has also deployed structural andsafety audits across 1,758 government schools to identifyaccident risks,electrical faults and fire hazards.Such mea-sures are essential to safeguard the 4.8 million childrenenrolled in the nation's schools and allow them to focus onthe core mission of learning,collaboration and personaldevelopment.  \nWhile the policy is a welcome development,it may be timeto introduce a measurable performance indicator such as aSchool Safety Index or annual safety audit system.Suchaudits could assess infrastructure maintenance,hazard man-agement,traffic safety,emergency preparedness,anti-bul-lying measures,staff training and incident reporting mech-anisms.The principles underpinning occupational safetyand risk management in the workplace can be adapted forschools,with teachers and administrators trained to identifyand prevent foreseeable dangers.The standards should be noless rigorous for schools,given that the well-being of thenation's future human capital is at
