General test materials include \nguides, manuals, modules, and any additional supplements found on \nthe ACT-hosted web page or testing platforms and systems. Secure \ntest materials include test content and materials with examinee \nidentifying information, and differ for paper and online testing. \nPaper testing: Secure test materials include all test booklets and \nanswer documents with an examinee’s identifying information (even \nif the examinee completed only the demographic portions or only a \nbarcode label was applied). \nOnline testing: Secure test materials include any printed items (e.g., \nstudent tickets or cards, etc.) that contain an examinee’s individually \nassigned username and password to access tests or scoring platforms, \nas well as any used scratch paper. \nMaterial Transport \nTest materials are written for school staff with the understanding \nthat they are shipped directly to the school and back to ACT from the \nschool. However, there may be situations that necessitate materials be \ntransported to another location. This could be as a result of your state \ntesting program participating in district shipping, or your school/virtual \nschool needing to provide off-site testing. \nDistrict Shipping \nSome state testing programs participate in a district shipping model. \nIn this model, all shipments to and from ACT will first pass through a \ndistrict official. District officials are responsible for the security of test \nmaterials while in possession of them and must follow the policies, \nprocedures, and instructions found in the test administration training \nmaterials. \nOff-Site Testing \nEach school is expected to serve as a test site, testing all eligible \nstudents who are enrolled at the school. \n© 2026 by ACT Education Corp.
