Speakers connect the climate agenda to the scale of required financing, emphasizing that corruption can waste resources and cause irreversible harm. Remarks highlight the need for integrity safeguards and discuss how cross-border anti-corruption mechanisms can support effective implementation. The session also sets expectations for ongoing research, dialogue, and a post-symposium knowledge report.","Public Disclosure Authorized Public Disclosure Authorized \n2 nd Symposium on Supranational Responses to Corruption: Integrity in Climate Finance & Action \nTranscript of the Opening Session \nLondon, May 9, 2024 | 9:30 am – 11 am (GMT+1) \nParticipants: \n• Welcoming Remarks: Dr. Alexandra Manea, Office of Sanctions and Debarment, World Bank & Symposium Organizing Committee \n• Keynote address: Rachel Kyte, Dean Emerita, The Fletcher School, Tufts University; Professor of Practice in Climate Policy, Blavatnik School of Government, University of Oxford; former WBG Vice President & Special Envoy for Climate Change \nOpening remarks: \n• Veerle Heyvaert, Associate Dean of Law School, London School of Economics \n• Jamieson Smith, Chief Suspension and Debarment Officer, World Bank \n• Tim Smith, Lead Investment Stewardship Manager – Climate Change, Norges Bank Investment Management \n• Gillian Caldwell, Chief Climate Officer and Deputy Assistant Administrator, USAID \n• Ketakandriana Rafitoson, Vice-Chair, Transparency International \n0:00 \nHow the climate crisis got on top of the global agenda with with clearly underscoring the need to mobilize vast amounts of climate financing. \n0:11 \nAnd in this context, we reflected that even if a small percentage of trillions of dollars at stake get lost on corruption, that really amounts to billions that are being wasted. \n0:24 \nAnd they're that that might result in in significant and quite irreversible negative damages when it comes to addressing the climate crisis. \n0:33 \nAnd I think for us was important to reflect that it's not only money that we would lose, but it's also time and therefore degrees Celsius that we seem to cannot afford losing in the climate crisis. \n0:48 \nSo if you want to keep this planet liveable. \n0:51 \nSo in this context, we realize that it's this challenge that that highlights the essential role of integrity safeguards in climate financing and also the potential of super national anti corruption mechanism tobe any. \n1:46 \nI'm done. \n2:22 \nThere is so those in community in the community community fields to learn more about integrity and us, especially as integrity professional need to to to learn more about the climate field. \n2:37 \nSo as the final point, I'd mentioned that the ultimate objective, however, is not to just hold the symposium, but to ignite ongoing research and dialogue in this area. \n2:49 \nAnd for that purpose, we anticipate that our discussions here, our ideas generated here will form part of a post symposium knowledge report. \n2:59 \nAnd we hope to use this to shape further collaboration in this area and further dialogue. \n3:06 \nAnd we think this is particularly kindly this year because as many of you know, in 2024 a new collective quantified goal in climate finance will be set under the Paris Agreement. \n3:17 \nSo which will likely lead to a target much higher than the current 100 billion per year mark. \n3:25 \nAnd also we will see soon the transitioning from the negotiate the negotiation of the Paris Agreement to the implementation of the Paris Agreement. \n3:34 \nSo say all this tomorrow, we'll have a closing session where we'll be it will be an open session. \n3:40 \nAnd we'll be looking for your inputs and insights into how to shape this knowledge report to become valuable and meaningful resource for shaping new collaborations and strategies going forward in in this area. \n3:54 \nI think there's a wealth of knowledge and experience in this room. \n3:57 \nSo, and as you probably know, each of you is hereby invitation. \n4:02 \nSo we, we believe that you have an important contribution to make and and I encourage you to participate actively and be curious and be inquisitive and challenge the ideas that maybe you you disagree with. \n4:15 \nWe want to keep a semi informal atmosphere for our discussion to to help facilitate real productive discussions. \n4:24 \nSo I invite you to make these two days count. \n4:26 \nAnd with
