As such, a free public education is a central tenet of each state constitution across the nation. School vouchers, in practice, act as unregulated subsidies for families to pay for \nprivate school tuition that mainly serves affluent families in or near urban areas who are already sending their children to private schools. Private schools that accept school vouchers often deny admission to students based on disability status, religious affiliation, or personal characteristics such as hairstyle. Instead of spending valuable public resources on advancing school voucher programs, states should focus on strengthening the public education system with research-based strategies that improve student well-being and academic success. \nThe Southern Education Foundation (SEF) and its allies across the country have spent decades researching the impact of school voucher programs and advocating against them. We conclude that they are costly, inaccessible, hazardous, and ineffective. A 2024 national exit poll administered by All4Ed concluded that 68 percent of the public, including 58 percent of Republicans, prefer supporting public schools over increasing funding for school vouchers.i \nAt SEF, we believe school vouchers undermine progress toward a transformative public education system that truly serves all of America’s students. Below is a comprehensive list of SEF’s most pressing concerns with school vouchers. Please let us know if you have any questions or concerns about the following. \nSEGREGATIVE AND RACIST ORIGINS: School vouchers emerged as a policy to circumvent school integration efforts in anticipation of and after the Brown v. Board of Education court decision. \n• The earliest instances of school vouchers were developed for White families to evade federal school integration mandates. ii \n• Between 1954 and 1964, Southern state legislatures enacted as many as 450 laws and resolutions attempting to block, postpone, limit, or completely evade the desegregation of public schools. Many of these laws expressly authorized state-funded school vouchers provided only to White families. iii \n• Segregation Academies, which were supported by school vouchers recipients, are classified as private schoolsiv founded between the 1950s and 1970s across the South, often by White parents to prevent their children from attending integrated public schools. \n• School voucher advocates today do not explicitly espouse segregationist intent. However, research shows that current-day school vouchers increase racial isolation of studentsv, creating a legal loophole that counters the spirit of desegregation outlined in the monumental Brown v. Board of Education U.S. Supreme Court decision. \nINACCESSIBLE: Despite the widespread adoption of all forms of school voucher programs, they are not equally accessible to all families. \n• School voucher programs disproportionately harm rural families and communities, given their heavier reliance on state funds and limited access to nearby private [schools.](schools.vi)[vi](schools.vi) \n• School vouchers typically do not cover the full cost of private school tuition and, therefore, do not equally allow all families to participate. \n» Caregivers who cannot cover the difference between the cost of tuition and the school voucher amount are often unable to accept vouchers and access their preferred school. \n• There are no fiscal guidelines that prevent private schools from raising their tuition once voucher legislation becomes law. \n• Families often bear the responsibility of transporting their child to and from school once they accept a school voucher. Thus, parents and families who cannot coordinate daily, reliable, and safe transportation cannot access voucher programs. \nSchool Voucher Fact Sheet \nLACK PUBLIC FISCAL ACCOUNTABILITY, SCHOOL SAFETY GUARDRAILS, & DATA CO","cbCaimcSdYIevyRR","https://ap.wps.com/l/cbCaimcSdYIevyRR","pdf",316824,"English","# Segregative and racist origins\n# Inaccessible\n# Lack of public fiscal accountability, school safety guardrails, and data collection\n# Anti-civil rights","[{\"question\":\"What is the document’s main criticism of school voucher programs?\",\"answer\":\"School voucher programs are criticized as costly, inaccessible, hazardous, and ineffective, undermining public education systems and harming students’ opportunities.\"},{\"question\":\"How does the document connect vouchers to segregation?\",\"answer\":\"It argues vouchers were developed to evade school integration efforts around Brown v.
