Part I describes the Instructional Support Team (IST) as an intensive, building-based pre-referral intervention carried out by school teams using classroom-based assessment and collaborative problem solving. Training is delivered by IST consultants and includes team building, instructional assessment, adaptation, discipline, and at-risk assistance, with implementation evaluated by validation teams. The IST process reduces referrals for multidisciplinary evaluation and special education placements and reports large annual student on school reform inPennsylvania.Part one discusses the Instruction Support Team(IST)(Kovaleski,Tucker, and Duffy). The IST process is an intensivebuilding-based pre-referral intervention program to assist elementary \nstudents experiencing difficulty in the classroom. The IST is a working groupof teachers and other school professionals that helps teachers find solutionsto instructional challenges through classroom-based assessment andcollaborative problem-solving.Over a 5-year phase-in period, all 501Pennsylvania school districts have initiated the IST program.Training isprovided at the school level by IST Project consultants who assist teammembers in the design, planning, and implementation of the program.Thecomponents of the training are:collaboration and team building, \ninstructional assessment, instructional adaptation, student discipline, andstudent assistance for at-risk issues. Each school's implementation of theIST process is evaluated by validation teams. In the initial phases of theproject,an average of 50,000 elementary school students have been assistedby the IST process annually.Referrals for multidisciplinary evaluation andplacements in special education have been reduced substantially in schoolsenrolled in the IST process.Part two discusses instructional evaluation(Kovaleski,Lowery, and Gickling).Instructional evaluation is a procedure inwhich a student's need for special education is systematically examinedthrough an analysis of the student's responses to classroom-basedinterventions.The multidisciplinary team(MDT)uses the instructionalevaluation process to analyze the level and intensity of the intervention(s)needed in order for the student to succeed in the regular education setting,or whether special education may be required. The MDT gathers the datanecessary for making eligibility decisions and for design of an IEP foreligible students'.A re-evaluation process reviews the student's IEP,determines which instructional approaches and techniques have beensuccessful, and recommends changes to the IEP.(Contains 22 references.)(ND) \nReproductions supplied by EDRS are the best that can be madefrom the
