There has been little or no mentionof physical problems.Technology for turning tar sands into oil is steadily im-proving and there are plans for a number of giant installations to utilize it.These must be staggered because of the difficulty of securing such large amounts ofrisk capital it is said.But,perhaps,the true inhibiting factor to getting themin place is limited human resources,in this case our pool of competent welders,machinists,electricians and other tradesmen.Canada is short of such people andis not training nearly enough to match demand.  \nOn a project such as a pipeline,particularly one laid in areas of extremetemperatures,welding is of vital importance.The mere possession of a welder'spapers is not sufficient.Experience,a high degree of skill and integrity areneeded.A shortage of these qualities in construction of the pipeline from PrudhoeBay to Valdez is blamed by some for subsequent costly repair and reconstructionproblems.An Alberta source within the petroleum industry has said that this short-age is common to North America and probably global.An article in the FinancialPost of February 9th,noted\"In the 'post-industrial'society,it is industrialcraftsmen who are determining where and how fast new construction projects mayproceed\"。  \nThe article was based on discussion at a recent conference in Toronto de-voted to the problem of the shortage of skilled labour.It was apparent from thismeeting that the debilitating economic effect of the shortage is not confined to newprojects alone.
