\nSANTODOMINGO-AN INTERPRETATION \nIn the first issue of\"Utopia\"a publication of the Carholic Church inColombia its Editor Hector Torres reveals something of whait went onbehind the scenes at the IV Latin American Bishops'Conference in SantoDomingo. The article has been translated from the December 1992 issue. \nOnDec.5,1492Columbus landed(n the island of Quisqueya whichmcans\"Mother of all the Earth\"inTaino,or Hayti,as it was called byother indigenous people.Royalprivilege, however, disrespectfullynamed it Santo Domingo in 1508.Today the island is divided in twonations, the Dominican Republic andHaiti.According to estimates thepopulation was approximately600,000 when the Spaniards landed.Thirteen years later it was practicallydecimated. In the face of suchgenocide the cry of AntonioMontesinos in December 1508 couldnot be any other, when he shouted atthe Spaniards“You are allcommitting mortal sins.\" \nAnd now a genocide is com-menorated with another genocide.Acalculated genocide imposed byneoliberalism. On Oct.12,in the yearof theV Centennial,PopeJohn PaulIIopened the IV Latin AmericanBishops'Conference under the title\"New Evangelization,HumanPromotion and Christian Culture,-Jesus Christ Yesterday,Toxlay andTomorrow,\"Heb.13,8;in Santo Do-mingo. \nSTEPS TOWARD THECONFERENCE \nThe preparation of the conferencedid not generate the enthusiasm andinterest that were awakened by the ⅡandIIIconferences,in Medellín,1968and Puebla,1979.Other winds areblowing through the Catholic Church \nunder Pope John Paul II,dominatedby a wave of neo-conservatism,involution,authoritarianism andVatican centralization.However,vi-tal forces for the church and for LatinAmerican poor were mobilized andtried to offer the best of thecir analysisand hopes, that were not alwaysincluded in the preparatory process. \nIn February 1990 the PreparatoryDocument was published under thetitle\"New Evangelization for a NewCulture.\"The document was widelycriticized because it focuses onmodern culture and secularization.and does not take into account LatinAmerica's poor majority. \nIn April 1991,CELAM presenteda second text called the ConsultativeDocument. It was also widelycriticized because contributions fromthe national bishops'conferenceswere not included. \nIn September 1991 a third textcirculated under the title First Relato.with episcopal contributions.Thesecontinued to arive and in February1992,CELAM distributed the SecondRelato. The texl was well receivedbecause it included contributionsfrom the bishops'conferences andfrom other organizations on thecontinent, and continues in the spiritof MedellinandPuebla.Unfortunate-ly,however,the document was notwidely circulated. Not all the bishopsreceivedit. The document touched onthe problems at he heant of LatinAmerica. \n1 \nIn July 1992,on the eve of theconference, the Working Documentwas published. It was edited by eightspecialists under the coordination ofMons.Raymundo Damasceno deAsis, auxiliary bishop of Brasilia andgeneral secretary of Celam.Apartfrom the Second Relato,it is the bestof the published documents. However, its lack of prophetic forcewas not well viewedbysoneecclesialcircles.particularly the Vatican. \nTHEOPENING SESSION \nOn(ct.12,The House ofSauntPeter prepared
