for the corrections professional \nRhodeIslandwonacontractwith union officers that restores thestate's authority to make assign- ments while granting an immediate 13 percent pay hike and reimburse-ment of $18.5 million in back pay \nThe Rhode Island Brotherhoodof Correctional Officers voted 798-227 to approve the contract, endingfour years of bitter talks that trig-gered the first strike in 26 years. \nAlthough ceding most of thefight on money, state corrections of-ficials said the new contract repre-sents a basic shift in the balance ofpower between the state and the un-ion.The state will reimburse backpay estimated at about $12,000 perofficer over a four-year period. \nThe American Correctional As-sociation has long considered theprevious Rhode Island contract tobe a model that corrections execu-tives should avoid. \nThe Rhode Island brotherhoodnegotiated the labor deal in the1970s when stabbings and inmateuprisings were common and officerswanted security. The contract gaveofficers more control over personnelassignments than management inwhat many believed to be the na-tion's most difficult contract formanagement to work with. \nThe old contract used seniorityto specify every officer's assign- \n# Rhode Island Corrections Officials RegainAuthority To Assign Officers In New Pact\n\nment,work shift and time off. \nThe contract also barred man-agement from privatizing jobs thatcould be performed for less by anoutside service provider or an em-ployee who was not an officer. \nThe new contract authorizesprison management to make as-signments that it deems necessary tomaintain order in the system regard-less of seniority and allows the stateto privatize some non-secure sec-tions of adult facilities. \nThe contract also permits man-agement to assign heath profession-als as needed without getting priorapproval from the union. The pactcreates seven positions for“float-ing”nurses.The nurses can be as-signed as needed instead of beingtied to a specific institution. \nIn exchange for floating nursepositions, however, the state hasagreed not to subcontract any medi-cal positions until Jan.1,2002. \nIn 2002,the state will have 30days to advertise for private nursesor doctors.Failure to advertisewould result in a default that wouldbar the state from privatizing anymedical position for the life of thecontact that expires in 2003. \nOne of the first areas the correc-tions system will move is expectedto be the inmate store, which is nowstaffed by officers. Most prisons sell \nrights to outside purveyors for con- tracts to sell goods to inmates. \nRather than an operating ex-pense,the store might become aprofit for Rhode Island. \nTwo years ago when the storeissue was presented to the union, members overwhelmingly voted itdown. The membership also forcedthe resignation of Sean Rocchio asunion president for giving the pro-posal his preliminary approval. \n## DOJ FINDS DISPARITYIN CAPITAL
