Scale 7 indicates severe compromise, including heavily corroded reinforcement, sinking foundations, wall fissures, erosion beneath buildings, and termite rot. Deterioration is linked to systemic asset-management gaps and is compounded by construction costs, with many affected sites in Sabah and Sarawak. A multi-pronged response includes replacing unsafe blocks, rebuilding climate-resilient facilities, and implementing long-term preventive schoolsare at \"Scale 7”,the Public Works Department's(PWD)recommendation for demolition.Scale 7deems a facility severely compromised demanding imme-diate intervention. This could mean heavily corroded rebar, sinkingfoundations, wall fissures, erosion underneath build-ings or termite rot.It covers old classroom blocks, isolatedscience labs or hostels. \nIn this risky situation, the facility is sealed and students aresent to safer structures, sometimes makeshift buildings ortents, ortransferred to nearby schools. The degeneration was \nspurred by historical systemicgaps in asset management.Nowwe begin to understand rottingtimber roof trusses, deep concretespalling, minor disrepairs that justmetastasised into Scale-7 hazards. Most of the dilapidated schoolbuildings are in Sabah andSarawak because of their geo-graphical and logistical difficul-ties.Compounding the issue is theescalating costs of constructionmaterials and machinery. The fed-eral government must transcendtemporary quick-fixes,and actswiftly and holistically to repair, \nrejuvenate and maintain these schools.First, repair and re-construction:the fastest option is replacing unsafe blockswith pre-fabricated concrete or steel frames.Second,buildmodern,climate-resilient facilities that are designed forlong-term wear and tear. These structures should have sen-sible ventilation and cooling, and use modular layouts withopen science spaces or digital labs.Third, institute long-termpreventive maintenance, instead of “complaint-driven”in-terventions. \nUnder the 2026 Budget, the Education Ministry will useRM2 billion of its RM66.2 billion allocation to fast-trackupgrading of 520 dilapidated schools. The ministry is push-ing for phased rebuilding, but it should also regularly updatethe public on timelines, budget allocations and projectprogress. It's a given that the ministry coordinate with PWD,the Finance Ministry, stategovernments and local authoritiesto speed up approvals and procurement. At the very least, theproblem has been identified, classified and acknowledged.","cbCaitZti7n86zUT","https://ap.wps.com/l/cbCaitZti7n86zUT","pdf",163519,"English","# Act fast to repair Scale-7 hazards\n## What Scale-7 means and where
