Notification: The Executive Directors are hereby notified that the Board records noted in paragraph 2 of this consultation memorandum contain information that is responsive to a public request for access to certain records (Access to Information Case No. AI9802) . The versions of the records prepared for disclosure have been determined by the Corporate Secretariat to be eligible for declassification and disclosure under the Bank’s Policy on Access to Information (“ATI Policy”) .  \n2. Type, Information Classification, and Nature of the Board Records Requested: The public request is for Board records of the Financial Policy Committee (a former Board committee) from 1959 and 1960 related to the drafting of the IDA Articles of Agreement. The 29 Board records listed in the Annex to this memorandum have been determined to include information responsive to this request 1. The information classification for all the records in the annex is Confidential.  \n3. Access to Information Policy Considerations: Under the ATI Policy, information restricted only by the Deliberative Information exception is eligible for declassification and disclosure in accordance with the ATI Policy’s declassification schedule.2 The declassification schedule for Board minutes of regular sessions prepared before April 1, 2005 is five years 3 and for Executive Director Statements4 and transcripts of Board and Committee meetings is 10 years 5. Asthe versions of the Board records noted in the Annex have been determined to be subject only to the ATI Policy’s Deliberative Information exception and satisfy their corresponding declassification schedule age requirements, they are all eligible for declassification and disclosure6. The ATI Policy provides that the Board may, under exceptional circumstances, exercise the Bank’s prerogative to restrict access to Board records that would normally be disclosed, if it determines that the disclosure of the records would likely cause harm that would outweigh the benefits of the disclosure.7  \n1 Other Board records related to the Board discussions regarding the creation of IDA have been publicly disclosed, after previous consultations with Executive Directors (SecM2020-0026 and SecM2025-0111/1) .  \n2 ATI Policy, Section III.B.6(a) and (b) .  \n3 ATI Policy, Section III.B.6(b)(i) .  \n4 ATI Policy, Section III.B.6(b)(ii) . As the views of EDs are attributed in the Memoranda of the Committee identified in this request, they more closely resemble a transcript than any of the currently used document formats such as Minutes, Summaries of Discussion or Green Sheets.  \n6 SEC determined, in consultation with the Legal Vice Presidency, that the original versions of the records marked as items 23 and 26 in the Annex contain specific portions subject to the ATI Policy’s Attorney-Client Privilege exception,(Legal Information) . The versions of these records proposed for disclosure have the Legal Information redacted, on an exceptional basis, in order to make the transcripts eligible for public disclosure.
