This note informs the Executive Directors of the reclassification of the borrower status of the Republic of Suriname from “IBRD-only” to “Blend Country”(meaning a country eligible for borrowing from both, the International Bank for Reconstruction and Development (IBRD) and International Development Association (IDA)), effective July 1, 2024, provided that Suriname concludes the membership process for becoming an IDA member country. This reclassification of Suriname follows the approval by the Board in February 2024, of a proposal to extend the Small Island Economies Exception (SIEE hereafter) to eligible non-island Small States. The note summarizes the rationale for reclassifying Suriname’s borrower status.  \nII. SURINAME’S ELIGIBILITY FOR RECLASSIFICATION  \n2. In February 2024, the Board approved a proposal to broaden the SIEE to eligible IDA and IBRD Small States i.e., a wider Small States Exception (SSE). Under the new SSE, while the criteria for IBRD countries to be reclassified as IDA-eligible remains the same as under the original SIEE, eligibility has been expanded. As a result, IBRD-only non-island Small States, that were previously excluded from it, may be considered for reclassification. 1 Accordingly, this note considers Suriname’s eligibility to be reclassified as an IDA-eligible country,2 in accordance with these criteria.  \n3. As Suriname is not currently an IDA member country, Suriname’s reclassification from “IBRD-only” to “Blend Country” is subject to the country completing the admission process. On February 7, 2024, the Minister of Finance and Planning filed the application of the Government of Suriname for membership in IDA. The request is currently being processed and the government has expressed its intention of completing the process at the earliest.  \n4.
