discussions which preceded them.These workshops have been organised within theframework of a project entitled“Comparative analysis and practical guide on driver licensing inthe European Union”.The workshop participants are experts,not political delegates and therecommendations therefore reflect their expert opinions.  \nDirective 91/439/EEC served as a starting point for discussions.Certain points stipulated inthis Directive have been analysed and restructured.Agreement was reached on the followingitems:the location of the practical test,the contents (including the special
