the general reader. \nKing James the First exposed himself during thewhole of his reign to much observation on the partof the people in general, and to repeated complaints onthe part of his parliaments, for the forbearance andclemency that he exercised towards his Roman catholicsubjects. From the commencement of his reign, whenhe signified that he felt himself under personal aobli-gation to the pontiff,to the last year of it,when hereceived from the two houses of parliament“a bsting-ing petition against the papists,\"whether he was em- \nPREFACE TO \nployed in thwarting the designs of the puritans, ornegociating for the marriage of his son with the infantaof Spain,he continually kept alive suspicions of hisRomish tendencies, which neither his frequent pro-fessions of neutrality, nor his learned treatises againstthe usurpations and corruptions of popery, were suffi-cient to overcome.Whatever might be the specu-lative opinions of the king,it is clear that the characterof his mind, and the principles of his government, civiland ecclesiastical, were in accordance with the genuinespirit of the Vatican;and it was natural for his subjectsto suppose that if he could have obtained full securityfor the acknowledgment of his supremacy as a sove-reign,he would willingly have surrendered many of thetheological points at issue,in order to a readmissioninto the Romish communion. \nNow had circumstances been much less favourable tothe Romanists, their wily policy would still have foundmaterials and opportunities for converting them to theirown advantage;but at a time when the powerful appeals, that they could make to the fears and imaginations oftheir hearers, had the appearance of being more reason-able from the utter want of unity among the protestants, and were actually more attractive, owing to the allegedfavour of the court, they disregarded the severe penal-ties of the laws, and proclaimed openly the greatersecurity of their profession of faith, and the rapidincrease of their numbers. The king indeed stilldenounced,as crimes against the state, such offences asexercising the functions of a Romish priest, seducinghis subjects from the religion established, and scandal-izing his actual government;but his real intentionswere interpreted much more from his acts of forbear-ance than from his threats of punishment, and in
