Rohingyarefugees in Bangladesh.The Thai newspaperPhuketwan reported the disappearance of boats filledwith Rohingya following naval activity near Phuketand suggested they had been intercepted and set adrift by theThai Navy.Then,CNNand other media published claims that92 Rohingya boatpeople had been chased out of Thai waters,only to wash up in Malaysia where they were detained.  \nFor months monitors havereported on the crackdownagainst stateless Rohingyarefugees in south easternBangladesh and allegations thatthe Thai Navy is pushing backboatloads of them in theAndaman Sea.As Burma,Bangladesh and Thailand all gearup for elections,these practicesseem more common.One fear isthat anticipated changes inBurma following polling therewill send more unwanted Muslimmigrants to seek refuge inneighbouring states.  \nApproximately 725,000 Rohingya are concentrated inNorth Arakan,also known as Rakhine state,a region of Burmathat borders Bangladesh.No country will accept them ascitizens,and they have suffered rape,forced labour andkillings.Several hundred thousand have fled to Bangladesh,Thailand,Malaysia,and elsewhere in South Asia where theyhave received only very limited protection from non-governmental organisations(NGOs)and the United NationsHigh Commissioner for Refugees(UNHCR).  \nHundreds of thousands were expelled in the 1960s by themilitary-socialist regime of General Ne Win during theBurmese Way to Socialism nationalisation programme.Subsequent expulsions include the murderous ethniccleansing campaign Operation Dragon King(Naga Min),which drove more than two hundred thousand Rohingya intoBangladesh in 1978,where an estimated ten thousand diedfrom starvation and disease.  \nCHATHAM HOUSE |INDEPENDENT THINKING ON INTERNATIONALAFFATRS  \nBangladesh.Denied access to UNHCR supported refugeecamps because the authorities describe them as economicmigrants,new arrivals are immediately faced with the threatof removal.The government of Bangladesh has steppedup efforts to return large numbers of Rohingya to Burmaafter new conflicts erupted over the two countries'320kilometres maritime border.  \nOne of these conflicts was exacerbated following anagreement between the government of Burma and SouthKorea's Daewoo International Corporation,which was grantedoil and gas exploration rights in contested waters.Since then,increasing numbers of Rohingya livingin the border area havebeen expelled by Bangladeshi forces  \nTensions worsened throughout 2008 and in March lastyearRohingya labourers in Burma were forced to start constructionof a two hundred-kilometre fence to prevent future ‘pushbacks'of Rohingya into Burma.  \nOne consequence of the tensions between Burma andBangladesh has been the increased presence of Bangladeshitroops in the border region.Fearing arrest and abuse,thousands of Rohingya have flooded into makeshift camps,putting a strain on resources and the local community andthreatening thousands
