It also urges residents to support education as a pathway to stability and encourages wearing red to show solidarity with children experiencing homelessness and educators.","Council of the City of York, PA Session 2019 Resolution No.  \nINTRODUCED BY: Edquina Washington DATE: November 19, 2019  \nA RESOLUTION  \nDeclaring November 18-22, 2019 as “Pennsylvania’s Education for Children and Youth Experiencing Homelessness Awareness Week” and Friday, November 22, 2019 as “Red Shirt Day” in the City of York.  \nWHEREAS, Homelessness continues to be an issue in many communities across the Commonwealth – a problem that is not just an urban issue but also can be found in the most rural of counties; and  \nWHEREAS, the purpose of this resolution is to educate the public about the prevalence of youth experiencing homelessness, the barriers that may prevent youths from attending school , and the McKinney-Vento Homeless Assistance Act that all schools must comply with to overcome those barriers; and  \nWHEREAS, there are limited resources available to youth experiencing homelessness, including a shortage of affordable housing for displaced minors, and homeless assistance service providers; and  \nWHEREAS, there are many organizations committed to sheltering and providing support services, meals and food supplies to people experiencing homelessness, however, very few of these services are specific to the needs of unaccompanied minors; and  \nWHEREAS, many shelters will not accept a child under 18 years of age without the company of a parent or guardian and there is still a dire need for additional resources to assist students experiencing homelessness to attend school and be successful, including the basic needs of food, clothing and educational supplies; and  \nWHEREAS, the goals of Pennsylvania's Education for Children and Youth Experiencing Homelessness (PA ECYEH) Program are to inform local school districts of their responsibilities to homeless children and youth, to increase awareness about the needs of homeless children, explain current laws and policies, and provide practical tips for working with homeless children in order to help each student experiencing homelessness to have a school life that is as regular as possible; and  \nWHEREAS, Red Shirt Day is an important piece of this effort and is geared to raise awareness in encouraging schools, communities and individuals to plan for and support assistance programs for youth experiencing homelessness as they look to complete their education; and  \nWHEREAS, City Council encourages residents to wear red on \"Red Shirt Day” to show solidarity with children experiencing homelessness and their educators;  \nNOW, THEREFORE, BE IT RESOLVED, by the Council of the City of York, Pennsylvania, that Council hereby declares November 18-22, 2019 as “Pennsylvania’s Education for Children and Youth Experiencing Homelessness Awareness Week” and Friday, November 22, 2019 as “Red Shirt Day” in the City of York.  \nBE IT FURTHER RESOLVED, that City Council urges all residents to recognize that education is key to preventing future homelessness and provides stability and support to youth experiencing homelessness.  \nPASSED FINALLY: BY THE FOLLOWING VOTE:  \nYEAS:   ,   ,   ,   ,    \nNAYS:    \nHenry Nay Nixon, President of Council  \nATTEST:  \n_________________________________________  \nDianna L.
