These trendsare in the first place the development of the role of the school in the conimunityand the adaptation of the school to the environment.   In paragraph 2 of theUNESCO document the satisfaction of our organization is noted in connexion withthe observations which appear in the report on page 224.  \nAnother very welcome trend in the educational policy,it seems to us,is theAfricanization of the teaching staff in elementary schools;a great number ofindigenous teachers have been appointed and some have become principals.  \n(Mr.Maheu,UNESCo)  \nIn the context cf the adaptation of the schools to the environment,UNESCOvishes to congratulate the Administering Authority on the development of its  \nrenrlkable experiment of the pilot school at Pitoa,as is indicated in paragraph 11.  \nI:n certain primary schools vocational courses have been incroduced.  \n7ith regard to finances,the Executive Council of UNLSCO could have wishedthat the reporc had been nore explicit on quantitative data.It is howeverapparent --and this is undoubtedly the essential point --that the totalexpenses for education show a considerable increase by comparison with theprevious fiscal year.   The figure indicated amounts to scime 1 billion francs asagninst 734 million previously.  \nNow I pass to the question cf primary education.
