This chapter supplements Chapter 7, which focused on the implementation of the overall ramp management strategy, by addressing specific issues and activities practitioners should consider when implementing smaller, individual capital projects that support the overall ramp management strategy discussed in Chapter 7. This information will help practitioners develop a comprehensive understanding of project planning and design, and it will help ensure that projects are implemented successfully. \nChapter 10 focuses on putting the capital improvement project into place. Once the internal decisions have been made about specific ramp management strategies, staffing within the organization, and system operation and maintenance, the agency can begin the planning and design process. One should understand that no agency can or should implement all of their ramp management activities at once – it takes an ongoing capital improvement process to install the equipment and make required geometric and roadway revisions that support and enable the implementation of ramp management strategies. The system is built in pieces, and many capital projects will be required to realize the agency’s overall vision for ramp management. Because this may occur over several funding cycles, the Traffic Manager must ensure that the decisions \n10-1 \nRamp Planning and Design Considerations – C04-005 \nChapter Organization \n10.2 Environmental Review \n10.3 General Operational and Design Considerations \n10.4 Design Considerations for Ramp Closures \n10.5 Design Considerations for Special-Use Ramps \n10.6 Design Considerations for Terminal Treatments \n10.7 Design Considerations for Ramp Metering \n10.8 Planning and High-Level Design for ITS Technology and Electronic Infrastructure \nthat were made early on (initial visioning and conceptualization) are periodically revisited. This will allow the capital improvement projects to be consistent with what has been agreed upon, and to be updated to reflect any policy or technology changes. It is important to verify that the ramp management system concept is up-to-date and correct. \nThe second step in this phase involves applying the best practice for designing and building these pieces of the overall vision. Because the individual capital projects are implemented over time, they must be designed and constructed according to the best practices at the time. \nThis chapter begins with the environmental review process and by identifying alternatives and key impacts. As part of the design process, a set of alternatives may be selected for evaluation. The alternative analysis process is often required in the environmental review, which helps to ensure that the design is the most appropriate in terms of costs (capital, operations, and maintenance) and impacts on traffic operations, air quality, equity, and surrounding neighborhoods. The next step of this process involves understanding the various operational considerations when implementing ramp management strategies. There are general design considerations, as well as considerations that pertain to the specifi","cbCaikAMiV5041Ap","https://ap.wps.com/l/cbCaikAMiV5041Ap","pdf",16968560,43,"English","# Chapter 10 Overview\n## Environmental Review\n## General Operational and Design Considerations\n## Design Considerations for Ramp Closures\n## Design Considerations for Special-Use Ramps\n## Design Considerations for Terminal Treatments\n## Design Considerations for Ramp Metering\n## Planning and High-Level Design for ITS Technology and Electronic Infrastructure","[{\"question\":\"What is the purpose of Chapter 10 in the ramp planning and design guidance?\",\"answer\":\"Chapter 10 guides practitioners ready to plan, design, and implement ramp management systems and field elements in individual capital improvement projects, complementing earlier implementation-focused guidance.\"},{\"question\":\"Why must early ramp management decisions be revisited during capital improvement planning?\",\"answer\":\"Because projects may occur over multiple funding cycles, the Traffic Manager must periodically revisit earlier conceptual decisions to keep the system concept consistent and updated with policy or technology changes.\"},{\"question\":\"What does an environmental review cover for ramp management projects?\",\"answer\":\"It is a public process examining potential significant impacts, including traffic, air quality, noise and vibration, and it may identify needed environmental remediation; smaller projects may be exempt and state rules can vary.\"}]","Ramp Planning and Design Considerations - Course C04-005 - Chapter 10 | PDF",108]
