The document explains that findings from an INT administrative inquiry into alleged corrupt, fraudulent, collusive, and coercive practices should not be used as the sole basis for proceedings and must not be cited in other investigations or legal forums. It then summarizes project background, allegation scope, evidence of improper payments solicitation, related travel, and stated corrective actions.","Public Disclosure Authorized Public Disclosure Authorized \nIndia \nRajasthan Road Sector Modernization Project \nRedacted Report \nNovember 2020 \nStatement of Use and Limitations \nThis strictly confidential report (the “Report”) was prepared by the World Bank Group (the“WBG”) Integrity Vice Presidency (“INT”) . It provides the findings of an INT administrative inquiry (the “Investigation”) into allegations of corrupt, fraudulent, collusive, and/or coercive practices, as defined by the WBG for the purposes of its own policies, rules and procedures (the“WBG’s Anti-corruption Framework”), in relation to WBG-supported activities. The purpose of the Investigation was to allow the WBG to determine if the WBG’s Anti-corruption Framework had been violated. \nThis Report is being shared to ensure that its recipients are aware of the results of the INT Investigation. However, in view of the specific and limited purpose of the Investigation underlying this Report, this Report should not be used as the sole basis for initiating any administrative, criminal, or civil proceedings. Moreover, this Report should not be cited or otherwise referred to in the course of any investigation, in any investigation reports, or in any administrative, civil, or criminal proceedings. \nThis Report is provided without prejudice to the privileges and immunities conferred on the institutions comprising the WBG and their officers and employees by their respective constituent documents and any other applicable sources of law. The WBG reserves the right to invoke these privileges and immunities, including at any time during the course of an investigation or a subsequent judicial, administrative or other proceeding that your authorities may pursue in connection with this matter. These privileges and immunities cannot be waived without the prior express written authorization ofthe WBG. \nBackground \nIn January 2014, the International Development Association (“IDA”) and the Government of India entered into a Financing Agreement for the Rajasthan Road Sector Modernization Project (the“Project”) in India. The Project aims to improve rural connectivity, enhance road safety and strengthen the road sector management capacity of the state of Rajasthan. The Project commenced in April 2014 and closed in December 2018. \nDepartment A of the state government of Rajasthan is the Project Implementing Agency. Individual A is a government employee in Department A. \nAllegations & Methodology \nThe World Bank Integrity Vice Presidency (“INT”) received an allegation that Individual A solicited an improper payment from a Joint Venture (“JV”) that had been awarded a contract under the Project. \nINT interviewed witnesses and reviewed Project documents. \nFindings \nEvidence indicates that Individual A solicited improper payments from the JV. \nEvidence indicates that Individual A travelled on personal business to a northern state in India. Evidence indicates that, while there, Individual A asked a member of the JV to pay for his hotel. Further evidence indicates that in addition to payment for his hotel, Individual A asked for a payment of INR 1 million (approximately US$15,000) from the JV, claiming that failure to make the payment would result in the JV partner’s blacklisting from future World Bank projects. Evidence suggests that the improper payment was to be shared with several other project officials. \nCorrective Actions \nINT will not pursue sanctions against Individual A because the World Bank does not sanction officials and employees of its member governments.","cbCaie64PrN6A688","https://ap.wps.com/l/cbCaie64PrN6A688","pdf",317405,4,1,"English","en",105,"# Background\n## Allegations & Methodology\n## Findings\n## Corrective Actions","[{\"question\":\"What is the purpose of the INT administrative inquiry described in the report?\",\"answer\":\"The inquiry was conducted to determine whether the World Bank Group’s Anti-corruption Framework was violated in relation to World Bank-supported activities under the project.\"},{\"question\":\"What allegation was made in connection with the Rajasthan road sector project?\",\"answer\":\"The report states that Individual A solicited an improper payment from a joint venture awarded a contract under the project.\"},{\"question\":\"What corrective actions does the report state after the findings?\",\"answer\":\"The report states that INT will not pursue sanctions against Individual A because the World Bank does not sanction officials and employees of its member governments.\"}]","Rajasthan Road Sector Modernization Project -
