Purpose \nThe Public Interest Disclosure Act 2012 (the Act) establishes the Independent Broad-based Anti-corruption Commission (IBAC) and facilitates the making of disclosures about serious improper conduct by public bodies, or public officers. The Act then prescribes a system for such matters to be confidentially disclosed and impartially investigated. The Act also provides the discloser with protection from detrimental action. \nThis procedure has been prepared in accordance with the Act and the guidelines of the IBAC which are available on the IBAC website ([www.ibac.vic.gov.au](www.ibac.vic.gov.au)). \nIn the event of a person making an allegation of fraud or corruption, it is to be dealt with inline with this procedure and the Fraud, Corruption and Other Losses Procedure COM PRO 021. \nA quick reference guide to public interest disclosures is located in appendix 1. \n2. Procedure \nThe Corangamite CMA (CCMA) encourages Board members, members of Advisory Groups, employees, contractors and members of the community to report known or suspected incidences of corrupt or improper conduct. \nThe CCMA will not tolerate the taking of reprisals against those who come forward to disclose any improper conduct. The CMA will take all reasonable steps to protect those who make Public Interest Disclosures (PIDs) from any detrimental action in reprisal for coming forward. \nNatural justice will be afforded to the person or body who is the subject of any PID. \nThe purpose of this document is to establish procedures for how: \n• a person can make a PID about the CCMA and/or its officers or employees; \n• the CCMA will protect persons who make a PID against detrimental action for making a PID; \n• the CCMA will ensure natural justice is afforded to the person or body who is the subject of any PID; and \n• the welfare of disclosers will be managed by the CCMA. \n2.1 How do l make a PID? \nPIDs about the CCMA and its members and staff should be made to IBAC as the CCMA cannot receive a PID under the Act. However, the CCMA has established this Procedure to facilitate and encourage the making of PIDs. \nYou may make a PID to IBAC: \n• in person; \n• by phone; \n• by leaving a voicemail message; \n• in writing by post, personal delivery or email; \n• by any other form of electronic communication; and/or \n• anonymously. \nYou may not make a PID by fax. \nYou can make a joint PID with a group of individuals at the same time. \nYou do not have to identify yourself when making a PID. However, if your PID is anonymous, this may affect how the PID is investigated and you will not be notified of the outcome of any investigation. \nIf you cannot be identified from the PID, the PID will be treated as anonymous. \nYou may make a PID about the CMA or any of its employees and/or officers to either: The Independent Broad-based Anti-corruption Commission (IBAC) \nLevel 1, North Tower \n459 Collins Street \nMelbourne Vic 3000 or [Website: www.ibac.vic.gov.au](Website: www.ibac.vic.gov.au)[ ](Website: www.ibac.vic.gov.au)[IBAC also provides an ](IBAC also provides an online form.)[online form.](IBAC also provides an online form.) \nOR \nThe Victorian Ombudsman: Level 2, 570 Bourke Street Melbourne VIC 3000 \nThe Ombudsman also provides an online form. \n2.2 Who can make a public interest disclosure? \nAny person can make a PID about improper conduct engaged in, or detrimental action taken by, the CCMA, its officers or employees (or any other public sector employee) . \nYou can make a PID if you are: \n• a member of the public, \n• an employee or officer of the CMA. \n• You can make a PID: \n• ","cbCaifbfuCwCljtr","https://ap.wps.com/l/cbCaifbfuCwCljtr","pdf",161416,12,"English","# Purpose\n# Procedure\n## How do I make a PID?\n## Who can make a public interest disclosure?\n## What can I make a PID about?","[{\"question\":\"What is the purpose of the Public Interest Disclosure procedure?\",\"answer\":\"It sets out how people can make a public interest disclosure (PID) about CCMA and how CCMA protects disclosers from detrimental action, ensures natural justice for subjects of a PID, and manages discloser welfare.\"},{\"question\":\"How can a person make a PID to IBAC?\",\"answer\":\"A PID can be made in person, by phone, by leaving a voicemail message, in writing by post or personal delivery or email, through other electronic communication, or anonymously.
