1,1986 \n# PUBLIC HIGHER EDUCATION COULD BE HURT SEVERELY BY TAX REFORM PLANS\n\nEliminating or restricting the deductibility of state and local taxes wouldseverely hamper state funding of public higher education,a state universitypresident representing a coalition of education groups said yesterday. \n\"Our concern with the …tax proposals [offered by finance panel Chairman Sen.Bob Packwood,R-Ore.]arises from the negative impact they would have on theability of states to maintain an adequate tax base to meet the funding needs ofhigher education,\"Hoke Smith, president of Towson State University in Marylandand chairman-elect of the American Association of State Colleges and Univers1-ties(AASCU),said at a Capitol Hill news conference. \nThe news conference was called by the Coalition Against Double Taxation, agroup of 15 education associations, including AASCU,to release its study onthe impact on public higher education of Packwood's tax reform proposals toeliminate or reduce deductions for state and local taxes. \nThe report's release closely followed Packwood's unveiling Tuesday of two taxreform options, one of which would retain the full deduction for all state andlocal taxes. The other, which the coalition opposes, would eliminate the de-ductions for sales and personal property taxes(HED,April 30)。 \nDeductions TargetedUnder Packwood's original tax reform plan offered inMarch, local property taxes would remain fully deductible for itemizers.How-ever,the measure would eliminate the deduction for local and state sales andpersonal property taxes and would allow a partial deduction for state and localincome taxes by high-income taxpayers(HED,March 14)。 \nPublic higher education, which is funded by a combination of state appropria-tions,tuition and fees and federal support, receives little funding from prop-erty taxes, whose deductibility would be protected under Packwood's initiaiproposal, the study says. In contrast, the coalition says, public collegesand universities rely heavily on revenues from state sales and income taxes. \n\"In 39 states,\"said Smith,\"sales and income taxes combined comprise more than50 percent of state monies to higher education,\"while,in 21 others, more thana third of higher education funding comes from revenues raised primarilythrough sales taxes. \nThe report says states that would be particularly hurt by declines in highereducation funding are the ones that are\"seeking to diversify their economic(more) \n# HIGHER EDUCATION COULD BE HURT BY TAX REFORM PLANS(Cont.)\n\nbases”and are looking to their public universities \"as important tools toachieve successful economic change.\"States such as Oklahoma,Montana andLouisiana, for example, must diversify economically to reduce their dependenceon the slumping oil industry, the coalition says.To attract new industry, their universities also must diversify from their heavy emphasis on mining orpetroleum research, the groups add. \n\"Those universities require new investment,\"the study says,\"which is notlikely …at a time of federal funding cutbacks unless the states have flexi-bility to raise funds themselves.By putting pressure on state revenues,\"thestudy adds,\"the Packwood [proposals]could seriously limit the ability ofstate universities to serve as engines of economic diversification and growth, especially in the energy states and the Farm Belt.\" \nFree copies of the study,\"Tax Overhaul and Education:The Case For Preservingthe Full State/Local Tax Deduction,\"are available from the Coalition AgainstDouble Taxation,1201 Pennsylvania Ave..Suite 807.Washington,D.C.20005.(202)628-7400.--Jennifer L.Janson \n# SENATE DEFEATS MEASURE TO BOOST SCIENCE AND TECHNOLOGY RESEARCH\n\nThe Senate late Tuesday defeated an amendment that would have boosted fundingfor science and technology research. \nThe amendment, offered by Sens.Gary Hart,D-Colo.,and Lawton Chiles,D-Fla.,during debate on the Senate's fiscal 1987 budget resolution, would have allo-cated $3.9 billion over three years for“investmen","cbCaimnD1ZO5Iokq","https://ap.wps.com/l/cbCaimnD1ZO5Iokq","pdf",1780853,"English","# Public Higher Education Could Be Hurt Severely by Tax Reform Plans\n# Higher Education Could Be Hurt by Tax Reform Plans (Cont.)\n# Senate Defeats Measure to Boost Science and Technology Research\n# Corporate Contributions Tip Scales of College Funding to $6.32 Billion","[{\"question\":\"What do the tax reform proposals threaten to do for public higher education funding?\",\"answer\":\"They would eliminate or restrict deductions for state and local taxes, severely hampering state funding needed for public higher education.\"},{\"question\":\"Which coalition released the study and what was its purpose?\",\"answer\":\"The Coalition Against Double Taxation, representing multiple education associations including AASCU, released a study on the impact of Packwood’s proposals on public higher education.\"},{\"question\":\"How does the coalition argue these proposals could affect states’ economic change efforts?\",\"answer\":\"It says states relying heavily on sales and income taxes would face funding declines, limiting universities’ ability to support economic diversification and growth, especially in energy and farm states.\"}]","Public Higher Education Could Be Hurt Severely by Tax Reform Plans | PDF",1790603988,18]
