My name is Victoria Hill. I have nearly 20 years of professional defense and security experience, but I’m here this afternoon solely in my capacity as a mother of three Montgomery County Elementary School students. \nI appreciate the Board’s reply to my April 17 letter where you outlined the Community of Practice and school safety and security efforts currently taking place across the Montgomery County, however, nearly all of those focus on middle and high schools. Frankly, incorporating additional rovers to cover 136 elementary schools isn’t nearly enough. \nThe lack of emergency communication infrastructure in our elementary schools was the primary topic of my original letter: that included the issue of lack of cell service and 911 emergency calling capability, emergency call buttons, and school-wide intercom systems accessible in classrooms in hallways. I recently discovered that some elementary schools not only lack cell service in their classrooms; they do not have landline phones, either. One elementary school noted that there are 12 classrooms in one particular wing with only one phone at the end of a hallway for use in the event of an emergency. \nAlthough I have discussed the elementary school communications issues with you through a safety and security lens, the reality is that the lack of 911 calling capability, school-wide intercoms, and panic buttons in our 136 elementary schools is not just a safety and security issue; it’s a public health issue. Recently a Montgomery County teacher had to stop lifesaving care on a faculty member because they could not dial 911 inside the school; they had to run outside to call. Should a student, teacher, room parent…anyone attending or visiting our elementary schools…experience a medical emergency, seconds count. \nToday I am here to ask that you direct all elementary school principals to utilize he Cybersecurity and Infrastructure Security Agency’s School Security Assessment Tool or SSAT. The SSAT is a free tool designed to help schools take stock of what security measures and associated supports are in place and where improvements can be made. Neither the SSAT tool nor CISA collects, stores, or processes any information entered into the tool, meaning it collects no data on the name of the school, principal, or students. It also only takes approximately 10 minutes to use. The results of this no-cost third-party study would give you and all 136 elementary school principals baseline knowledge of where vulnerabilities exist. The link to CISA’s SSAT tool is: [https://www.cisa.gov/school-security-assessment-tool](https://www.cisa.gov/school-security-assessment-tool). \nOn April 18, the day after I submitted my letter to you, a Montgomery County student was arrested for writing a 129-page manifesto that outlined plans to carry out a shooting at a Montgomery County elementary school saying,“There is a newspaper announcing a new mass shooting at an elementary school. The kill count isn’t’ very high. I could probably beat it. My ultimate goal would be to set the world record for the most amount of kills in a shooting.” \nI have since spoken with dozens of Montgomery County parents and met with a parent from Florida whose daughter was shot 8 times at Parkland. I’ve written to Congress, the White House, media outlets, and national security experts to raise awareness of the emergency communications vulnerabilities across our 136 elementary schools that I truly feel risks the lives of thousands of our K-5 students, the most vulnerable population of students in our system. We must do better, starting immediately. Please \nmandate the use of the free, non-attributional tool at all elementary schools, assess the results, and act accordingly. Thank you for letting me speak today and I look forward to working with you in the future.","cbCaijOG4eh7jkrD","https://ap.wps.com/l/cbCaijOG4eh7jkrD","pdf",33521,"English","# Public comment\n## Elementary school emergency communication gaps\n## Request to use CISA SSAT\n## Urgency and supporting incidents","[{\"question\":\"What does Victoria Hill say is the primary problem in Montgomery County elementary schools?\",\"answer\":\"She emphasizes the lack of emergency communication infrastructure, including insufficient cell service, inability to call 911, and limited intercom or emergency call options across 136 elementary schools.\"},{\"question\":\"Why does Hill describe the issue as also a public health concern?\",\"answer\":\"She argues that emergency communication failures can delay lifesaving care, citing an example where critical response required leaving the school to call 911.\"},{\"question\":\"What action does Hill ask the Board to take using SSAT?\",\"answer\":\"She asks all elementary school principals to use the free CISA School Security Assessment Tool, assess results, and act on identified vulnerabilities to improve safety and security measures.\"}]","Public Comment - Victoria Hill - June 11, 2024 | PDF",5,{"code":4,"msg":82,"data":98},[99,103,107,111,115,120,123,127,132,135,139],{"id":22,"doc_module":4,"doc_module_name":25,"category_name":100,"show_sort_weight":101,"slug":102},"Story & Novel",90,"story-novel",{"id":26,"doc_module":4,"doc_module_name":25,"category_name":104,"show_sort_weight":105,"slug":106},"Literature",80,"literature",{"id":33,"doc_module":4,"doc_module_name":25,"category_name":108,"show_sort_weight":109,"slug":110},"Exam",70,"exam",{"id":96,"doc_module":4,"doc_module_name":25,"category_name":112,"show_sort_weight":113,"slug":114},"Comic",60,"comic",{"id":116,"doc_module":4,"doc_module_name":25,"category_name":117,"show_sort_weight":118,"slug":119},6,"Technology",50,"technology",{"id":86,"doc_module":4,"doc_module_name":25,"category_name":29,"show_sort_weight":121,"slug":122},40,"healthcare",{"id":55,"doc_module":4,"doc_module_name":25,"category_name":124,"show_sort_weight":125,"slug":126},"Research & Report",30,"research-report",{"id":128,"doc_module":4,"doc_module_name":25,"category_name":129,"show_sort_weight":130,"slug":131},9,"Religion & Spirituality",20,"religion-spirituality",{"id":130,"doc_module":4,"doc_module_name":25,"category_name":133,"show_sort_weight":130,"slug":134},"World Cup","world-cup",{"id":136,"doc_module":4,"doc_module_name":25,"category_name":137,"show_sort_weight":136,"slug":138},10,"Lifestyle","lifestyle",{"id":140,"doc_module":4,"doc_module_name":25,"category_name":141,"show_sort_weight":96,"slug":142},19,"General","general"]
