Introduction  \n1. The COVID-19 pandemic is causing an unprecedented global crisis. Across the globe the pandemic is taking a huge human and economic toll. As of June 2, 2020, the outbreak has resulted in an estimated 6,333,760 confirmed cases and 378,240 deaths in 216 countries, areas and territories. The pandemic is placing a huge strain on already stretched public health systems with limited resources and weak capacities in the world’s poorest countries. The economic shutdowns necessitated by the response to the pandemic are leading to demand and supply shocks resulting in losses in income, disruption of trade and global value chains and causing shortages of essential goods and services. The pandemic is projected to cause the worst economic downturn since the 1930s.  \n2. A strong and rapid response is needed to contain the coronavirus pandemic and accelerate progress towards the global sustainable Development Goals (SDGs). Actions need tobe taken at country, regional and global levels to help prevent further loss of life and deeper economic and social deterioration from COVID-19. Gains from decades of progress can be easily eroded without a major concerted and collaborative effort by countries and development partners and other key stakeholders to address the impact of the pandemic.  \n3. Despite its unprecedented spread and impact, COVID-19 will not be the last pandemic that the world will have to face. A significant reason why COVID-19 has wreaked such havoc, is because of how unprepared countries and health systems have been. Being more successful with health emergency preparedness and response will not just require that countries and the global development community build back, but that we build back better to be prepared for future pandemic shocks. Such a global effort will require coordination, financing, technical assistance and knowledge.  \n4. The objective of this paper is to request approval for (i) the establishment of the Health Emergency Preparedness and Response Multi-Donor Trust Fund (HEPRTF), which will serve as the anchor Trust Fund under the Health Emergency Preparedness and Response Umbrella Program; and (ii) Management to establish associated Trust Funds under the umbrella program; as described in this Board paper. On March 17, 2020, the Board of Executive Directors endorsed the World Bank Groups proposal for up to US$14 billion Fast Track COVID-19 Facility (FTCF) to assist countries in their efforts to respond swiftly to the threat posed by the coronavirus. The IFC will provide up to US$8 billion of this amount and up to US$6 billion will come from IBRD and IDA. The HEPRTF will complement the World Bank’s support to countries and will include support for countries that need further resources for health emergency preparedness and response for COVID-19 and for future epidemic outbreaks. Recent major disease outbreaks of SARS, MERS, Ebola, plague, Lassa fever, Zika and COVID-19 have shown that delays in mounting a substantial and comprehensive approach dramatically increase the cost of response to any severe outbreak. The HEPRTF will play a catalytic role by complementing and/or facilitating IDA and IBRD operations for COVID-19 response and for overall health emergency preparedness and response for future health emergencies.  \n5. The HEPRTF proposes to provide assistance to eligible countries and territories including non-member countries and to members not in good standing with IDA. Given the public health imperative in any pandemic or disease outbreak situation to address the outbreak comprehensively despite geographical borders, the HEPRTF proposes to help non-member countries  \nand to members not in good standing with IDA.
