\nOfficial Organ of the Michigan State Nurses Association \nAPRIL,1957 \nProfessional Nurses and Legislation \nMrs.Mary H.Muir,Chairman \nMSNA Legislative Committee \nand by the interests of the members and theresources of their organization.Promotionof sound licensing legislation is the majorlegislative concern of the state nurses associa-tion,but it is by no means the only area of,state legislation which is of vital interest tonurses.Interest, concern and action in thoseareas of health, education and welfare aboutwhich the nursing profession possesses specialknowledge is one means by which it dischargesits social responsibilities.Bills having to dowith economic security and social welfare arewatched with great care and appropriate ac-tion taken when deemed necessary by theBoard of Directors. \nThe nature of state laws affecting the prac-tice of nursing and nursing education has longbeen the concerm of the nursing profession inthe country. It was primarily to secure pass-age of nursing practice acts that state associa-tions were first organized. That legislation isnot only a concern but a responsibility of nurs-ing is clearly indicated by the platform adoptedby the ANA.It is provided that the ANAparticipate in the provision of health protectionfor the American people through promotingstate nursing practice laws for the licensure ofqualified practitioners in nursing, which willprotect the public and facilitate interstatelicensure. The chief concern of the ANA is ofcourse, federal legislation-a field in which itis very active-even to the point of maintain-ing lobby service in Washington at all times. In addition to its activities in federal legisla-tion,the ANA acts in an advisory and con-sultative capacity to the state nurses associa-tion in relation to state legislation. \nWhenever concerted action is required wecall upon the individual members of MSNAas well as allied groups for assistance in mak-ing the personal contacts necessary for suc-cessful legislative efforts. \nAt the present time, there is a bill beforethe legislature providing for licensure forthe psychiatric attendant nurses.Perhaps atthis time,a survey of the situation and eventsleading to this legislative action would be ofvalue.A survey made in 1953 revealed thatMichigan then employed about 16,000 pro-fessional nurses,90%of whom were employedby general hospitals to care for less than one-half of Michigan's ill.At that time 23%of thebudgeted positions for professional nurses instate psychiatric hospitals were unfilled.Thesurvey revealed serious shortage of nursingpersonnel in all health services,so that itwould be most unrealistic to expect that theneeds of the mentally ill patients can be metfrom these two groups alone. It becomes ob-vious,therefore,that another group of nurs-ing personnel is caring for this large segmentof Michigan's ill.Of the approximately fivethousand psychiatric attendant nurses em-ployed in our state mental institutions, manyhave had no pre-service and little in-servicetraining for their jobs. \nJust as the primary concern of the ANA isfederal legislation,so we find that the primaryconcern of the state nurses association isstate legislation. In Michigan, the responsibil-ity of watching legislation, preparing proposedchanges in the nursing practice act and lobby-ing is shared jointly by a standing committeeon legislation and the headquarters staff ofthe state association. \nThe outlines of legislative programs in bothANA and the state nurses association aredetermined by the membership. The directionof the programs is the responsibility of theMSNA Board of Directors. \nThe state Committee on Legislation worksunder the direction of the Board of Directorsand functions in the developing and carryingforward of a program designed to achievethe goals set by the membership. In orderto do this and in order to make sound recom-mendations for action, the members of thecommittee will have to be well informed onfederal, state and local legislation concern","cbCairJEcODj5yEN","https://ap.wps.com/l/cbCairJEcODj5yEN","pdf",1330134,"English","# Professional Nurses and Legislation\n##
