This Code shall be based on the following principles:  \na) mandatory safety requirements established by the state apply only to a regulated field; in other fields, an entrepreneur may voluntarily choose which safety requirements to meet;  \nb) safe product placement on the market with minimal regulation;  \nc) a uniform and non-discriminatory approach to products with similar features in placing them on the market;  \nd) a preference for international standards in the field of standardisation;  \ne) the application of technical barriers to trade only to protect human health, safety and the environment in cases provided in this Code;  \nf) procedures harmonised with the international conformity assessment system;  \ng) advancement of quality infrastructure and market surveillance systems.  \n2. The regulation mechanisms of this Code shall be: provision of product safety, harmonisation of technical standards, and reduction of nontariff barriers to trade.  \n3. Products, manufactured in compliance with new and global approach directives adopted/approved by the European Commission, shall meet the basic safety requirements under this Code.  \n4. This Code shall not apply to products that are manufactured specifically for the police and/or military purposes.  \nArticle 3-Unlimited access of the product to the market  \n1. A product within a regulated area, which is manufactured in a country with appropriate product safety standards and advanced quality infrastructure in compliance with domestic legislation, shall be placed on the market without restriction. The list of the countries shall be defined by the Government of Georgia.  \n2.
