to obtain ■license before compiling per-sonal information on any oftheir clients.  \nThe law has been applaudedfor protecting the privacy of in-dividuals in a world increasinglyconnected through computernetworks and databases.Oneprovision,for example,allowsbank customers to refuse per-mission for their personal datato be included in collectionsfor sale to mail-order housesand the like.  \nAt present,many merchan-disers have access to vastdatabases from existing net-works and use the informationto send junk-mail advertise-ments indiscriminately.Butnow banks and other firmsthat make such
