The printing will include materials for sighted (standard printing), partially sighted (large print) and blind (Braille) learners. \nBackground \nThe Systemic Evaluation is a triennial study that will be conducted on a sample of Grade 3, 6 and 9 learners in a nationally representative sample of mainstream and special schools and classes. The printed materials will be used toadminister the Systemic Evaluation study in October 2026. The broad purpose of the study is to: \n• monitor system-level performance trends in local and national contexts; \n• evaluate the implementation and impact of policies and programmes; \n• inform educational policies and programmes; \n• identify any areas and factors that enable or constrain learner performance; and \n• obtain information about the education system and school contexts. \nScope of Work \nMaterial to be printed \nAll the materials that must be printed must have a 5% top up. \nThe 5% must be calculated from the total number of booklets per grade per subject per test language per province to accommodate emergency packs that may be needed due to possible changes in schools’ statistics. \n• Grade 3, 6 and 9 Language and Mathematics tests available in various languages and forms; \n• A set of contextual questionnaires for each of Grades 3, 6 and 9; \n• Manuals; and \n• Other forms \nTest Forms and Questionnaires \n• The Grade 3 Language and Mathematics tests are in all eleven (11) officiallanguages while Grade 6 and 9 Language and Mathematics tests are set in English and Afrikaans. \n• The Language tests are presented in five (5) forms (booklets) and Mathematics tests are in seven (7) forms (booklets) per grade per subject and language. \n• An in-test field trial will be conducted in Grade 6 in one subject i.e. Mathematics. There are (10) forms that have 10 sets of language variations. Each test will have English with one of the African languages or Afrikaans items. English is the common language in all sets. This means that one test will have two languages i.e. English and one of the African languages including Afrikaans. \n• The learner questionnaires and parent questionnaires in Grade 3 are in 11 languages. However, Grade 6 and 9 learner and parent questionnaires are in English and Afrikaans. \nLearner and School Participation \n• Approximately 200 000 learners will participate in the study across Grades 3, 6 and 9. \n• An intact class of a maximum of 80 learners will be selected in each of the sampled grades per school. Only one class per grade per school will participate in the study. \n• However, in the in-test field trial 200 learners per language variation will participate. \n• The number of schools that will take part are shown in the 2 tables: \n\n| Main Study | Number of schools |\n| --- | --- |\n| Primary schools (Grade 3 and 6) | 1 572 |\n| Secondary schools (Grade 9) | 1 597 |\n| Less schools that overlap (or combined schools) | 137 |\n| Total | 3 032 |\n\n• Overlapping schools are those that have more than one grade sampled e.g. a school that has Grade 3 and 6 and both grades were sampled or a combined school that has Grade3, 6 and 9 and all grades were sampled. \n\n| In-test Field Trial | Number of schools |\n| --- | --- |\n| Grade 6 ","cbCaicHfX4WmiWOC","https://ap.wps.com/l/cbCaicHfX4WmiWOC","pdf",811000,45,"English","# Aim\n# Background\n# Scope of Work\n## Material to be printed\n## Test Forms and Questionnaires\n# Learner and School Participation\n# Phases of the Project and Timelines","[{\"question\":\"What is the purpose of this tender briefing for DBE213?\",\"answer\":\"To appoint a service provider or consortium responsible for printing, packing, distributing, collecting, and centrally storing the 2026 Systemic Evaluation materials for specific grades and subjects.\"},{\"question\":\"Which grades, subjects, and accessibility formats are included in the printed materials?\",\"answer\":\"Grades 3, 6, and 9 for Language and Mathematics, with materials prepared for sighted (standard printing), partially sighted (large print), and blind learners (Braille).\"},{\"question\":\"What is the 5% top-up requirement and how is it calculated?\",\"answer\":\"All printed materials must include a 5% top-up calculated from the total number of booklets per grade, subject, test language, and province to accommodate emergency packs due to possible changes in school statistics.\"}]","Printing of 2026 SE Materials - Briefing Session - DBE213 - Terms of reference for printing, packing, distribution, collection and central storage | PDF",1792378842,113]
