In this context, we consider as a case study and point of reference the establishment of the Universidade Federal da Integração Latino-Americana (UNILA) in Foz do Iguaçu. The article considers how these challenges can be faced so that real progress can be made in delivering quality education to everyone, based on the democratic, emancipatory and independent values championed by Paulo Freire.  \nO presente artigo tem como objetivo analisar duas frentes da política educacional iniciada no governo de Luís Inácio Lula da Silva (2003– 2011): (1) a de expansão universitária com base na perspectiva da democratização do acesso ao ensino superior público e sua interiorização; e (2) a de manutenção de estudantes de baixa renda no ensino público federal. Tomando como referência a Universidade Federal Latino-Americana (UNILA), instalada em Foz do Iguaçu (Brasil), abordaremos o impacto dessa política a partir de uma perspectiva  \nfreiriana, cujo caráter inclusivo, popular e anti-hegemônico estão fortemente marcados na formulação da mesma.  \nKEYWORDS  \nPopular education; Brazilian university expansion; interculturality; regional integration; public education  \nIntroduction  \nThe aim of this paper is to assess the impact of one key outcome of the expansion of higher education in Brazil, a process that started in 2007 during the second term of President Luis Inácio Lula da Silva, or ‘Lula’ (2007–2011) . The aim of the policy was to expand higher education throughout the country and also increase its popular reach. Established by Decree no. 6.096, announced on April 24, 2007, the Federal University Restructuring and Expansion Plan Support Programme (REUNI) remained in force until 2012. The REUNI programme was designed to reduce dropout rates through a series of actions, such as increasing flexibility in course options (e.g. by increasing programmes available via evening classes), reorganising undergraduate course structures, updating teaching and learning methodologies, and diversifying modes of undergraduate study. The overall aim was to enhance student inclusion through policies and actions that offered necessary support, articulated higher education with basic education, and expanded student mobility on
