It addresses knowledge gaps limiting reform efforts by concentrating on recruitment, continuous professional development, and career development for both groups. The analysis draws on qualitative and quantitative data collected between August 2018 and April 2019 through ministry databases and interviews and focus group discussions across multiple provinces and districts.
