Women Perform Similarly as Men in Patrol FunctioLAW LIBRARY\n\nThere is no legitimate reason for police departments not to hire women and assign them on an equal basis to men inpatrol, concludes a Police Foundation study released May 19.This finding is of vital importance to all police departments, now required by Title VII of the Civil Rights Act and federal guidelines to provide equal opportunities to women or demon-strate there is a legitimate occupational qualification for not doing so.The study, performed on the D.C.Metropolitan PoliceDepartment(one of the first departments to begin hiring women,in 1972)found that women performed on patrol similarlyto men and concluded that sex is not a legitimate occupational qualification for patrol work.Because this finding is of suchcritical importance to police departments,CJN publishes this special bulletin. \nThe results of the study,Policewomen on Patrol:Final Report, will be the subject of a foundation-sponsored \"SymposiumAbout Women in Policing,\"to be held May 28-30 at the Statler-Hilton Hotel,Washington.More than 100 mayors, police chiefs, and other public administrators have been invited to attend the conference, originated to assist administrators in the sucessfulrecruitment, employment and use of policewomen.(The conference is closed, but the press is invited.)The foundation will thenpublish a handbook on the subject.Copies will be available on request.Contact the Foundation at 1909K St.,NW Suite 400,Washington,DC 20006.The study was performed by Peter B.Block and Deborah Anderson of the Urban Institute. \nThe foundation decided to sponsor the evaluation two years ago when a survey conducted by assistant directorCatherine Milton revealed that little objective information was available on the subject. The subsequent foundation-backedevaluation was by far the most sensitive undertaken on the subject. The study was based on evaluation of 86 new female officerscompared with 86 new male officers.Measurements included supervisory ratings, patrol observations by trained observers and arreststatistics.Unfortunately the study is not likely to lay to rest reservations by policemen on women's ability to handle violent situa-tions becuase,in the authors'words “the sample of situations in which violence actually occurred-is small.”Following is a somewhatcondensed version of the authors'own summary. \nThe results show that women perform on patrol similarly to men...Care should be taken in determining the extent towhich different practices in other police departments may affect details ofithe way women would perform in those departments. However, the authors believe the results of the evaluation are generally applicable and useful for other departments. \nIt is appropriate from a performance viewpoint to hire women for patrol assignments on the same basis as men?Resultsshow that it is appropriate to do so.The performance ratings given to the women on the first anniversary of their employmentas police officers were very similar to the ratings given to men who were hired at the seme time. There were no reported incidentsduring the experiment which reflect serious doubt on the ability of women to perform patrol work satisfactorily.Furthermore, this study reports incidents which show that individual women can perform well in difficult circumstances on patrol. \nSimilar numbers of women(12 of 86)and men(11 of86)resigned from the police department in the first 16months aftertheir appointments.Of these, only four men and two women were“terminated in the best interest of the department,”departmentrecords show.Men were more likely than women to be cited for serious unbecoming conduct. \nWomen and men performed patrol work in a generally similar manner. One difference was that women made fewer arrestsand gave fewer traffic citat","cbCaiuYZMIHP2HLv","https://ap.wps.com/l/cbCaiuYZMIHP2HLv","pdf",1235099,"English","# Police
