PMMSY:Empowering India's Fisheries Sector andBlue Economy\n\nThis is the wider livelihood connection.Production creates theneed forservices, while those services help producersreach buyers.A fish farmer's access toa market and a transporter's businessmay involve different occupations, butthey are connected through themovement of the same produce. \nDehind the bustle of a fish market liesDa world of works-connecting fishers, fish farmers,ice-plant workers, transporters and traders in a chain oflivelihoods that stretches far beyond thewater's edge. This connection betweenproduction, storage, transport and saleis central to understanding the fisheriessector. \nA Journey that ReachesOverseas \nIn India, fisheries sustain nearly threecrore livelihoods, with particularimportance for coastal and marginalisedcommunities.Their contribution extendsfrom household incomes and foodsupplies to employment and exportearnings. The sector's significance, therefore, cannot be measured by thesize of the catch alone. It also lies in theopportunities connected with bringingthat catch to market. \nThe market for Indian fisheriesproduce extends beyond the country'sborders. The six-year review of PMMSYreports that fisheries export earningsincreased from Rs.46,663 crore in2019-20 to Rs.73,890 crore in 2025- \nThis is where the idea of the blueeconomy becomes relevant to everydaylife. In fisheries,it means linking the useof aquatic resources with food, work andincome, while protecting those resourcesfor the future. The water matters, but sodo the people and businesses whoselivelihoods depend on it. \nBeyond Marine Fisheries \nThe familiar image of fishing is a boatreturning to shore.Yet a substantial partof the sector's activity also takes placeaway from the coast-in ponds andreservoirs where fish are reared.Fisheries development includes inlandareas,Himalayan and North-EasternStates and Union Territories, alongsidecoastal and marine regions.Thisbroadens the reach of the sector beyondcommunities traditionally associatedwith sea fishing. \nSupporting production across thesedifferent settings is one of the purposesof the Pradhan Mantri Matsya SampadaYojana(PMMSY),launched in 2020.Itscoverage includes improved fish-rearingpractices,training,disease monitoringand facilities that connect production \n## method, called bio-floc,uses beneficial microbesthat help clean the water and form smallclumps that fish can eat.Although thetechniques differ, both seek to makemore efficient use of resources whilesupporting fish production. \nThe range of activities is widening too.Seaweed cultivation and ornamentalfish rearing offer forms of enterprisebeyond producing fish for food.Supportfor these activities recognises thatfisheries are not a single occupation, buta group of related pursuits with differentrequirements and possibilities. \n## The Work that Followsthe Catch\n\nProducing fish is only part of the task.Preserving its quality until it reaches thebuyer is equally important.Ice,coldstorage and transport may receive less \nsale.PMMSY's infrastructure supportcovers these facilities, along with fishingharbours, places where boats unloadtheir catch, and retail and wholesalemarkets. \nConsider the role of ice.It does
