It claims resumption of specie payments is impossible while that cause persists, and that attempts to refute the logic fail. The text further contrasts gold and paper as currencies, explaining gold’s export and international uses versus paper’s practicality for domestic circulation, and concludes by questioning the advantage and timing of theinterest on our bonds and indebtedness in Europe, the country isobliged to remit, every six months, two or three times as muchgold as the country produces. That this extrnorlinary demandior gold, cnused by our great indebtedness aLroad, should keepand maintain a premium on gold, without reference to any othercause, the eye of common-sense sees to be absolutely inevitable. It also ses that it is absolutely impossible that this cause shouldnot produce this effeet.Common-sense still further sees that, soloug as this cause continues, even to the extent of maintaining athree per cent.prenium, the resumption of specic payment isimpossible. \nit is plain to see that,if all the gold in this country were divided, pro rata, among the banks,to be“on demand,”on the face of thebill, not one man would go to the brokers to pay three, oreven two per cent.,until all was gone from the banks.Hence, inthis condition of the country, resumption is an absolute impossi-bility,and it is sheer nonsense to talk of it.So it has been forsixteen years past, and so it is likely to be for ten years to come. The only pertinent question, then,is,what measures can be takento retain specie in the country;and when this point is sufficientlyaccomplished(which will require a series of years),then wileome the question as to the time and method of resumption. \nThese propositions will stand against all efforts to refute them, and are a complete refutation of ail the elaborate argument thathas been written about“inflation”for ten years past.It is a false1ssumption that the premium on gold has not been caused by theextraordinary demand for gold for export;but by a surplus ofnntional currency. It is to this fatal error that the jpresent appall-ing condition of the country is due.No other adequate eause hasbeen pretended or suggested. The premium en gold is now thir-teen and one-half per cent.Actual demand keeps the pre-mium at about that point.Yenrs of contraction and sufferinghave made little impression upon it.Why,then, should thesubject be entertnined at present in any other form than how toretain gold in the country? But the country cnnnot wait for ex-perimental measuresThe sufferings are too grent. The measurevetoed by the President would have saved us from this state ofdistress and paralysis of industry;and the admirable plan ofJndge Kelley wonld relieve the country in the quickest, surest andsnfest way of any suggestion before Congress. \nHaving shown that resumption, for a geries of years at least,is not possible, let us inquire what would be the advantage of it \n## PLAIN TALE ABOUT RESUMPTION.\n\nif it were possible.Alnost the whole demand for gold is forexport.Nobody wants to use it at home for a circulating medium. As compared with paper for this purpose it is a real nuisance. In illnstration of this point we will relate a day's experience ofour own:We received a draft on a Boston bunk, payable ingold, which was so paid.We sold the gold immediately to abroker. The next day we had a smaller draft to pay in gold, andbought back a part of the same gold pieccs, and paid the draft. The next day we received a note rom the bank, saying that thegold taken of us was short weight, and wishing us to obtain agold check ","cbCairxGOKf0A5PH","https://ap.wps.com/l/cbCairxGOKf0A5PH","pdf",464867,8,"English","# Plain Talk About Resumption\n## Plain Tale About
