Subdivision (as it was known in 2013)was approved by the Planning Board Aprit 29,2013.This Subdivision was to include provisions for Workforce Affordable Housing,in cooperation with York HousingAuthority.Plan Note 9 states:  \n\"This Subdivision is not located within the Workforce Affordable Housing Overlay District and does not intend to meet allthe requirements orgain any dimensional or density credits from this Ordinance.However,this Development shallprovide at least 15%of the approved Dwellings as Workforce Affordable Dwelling Units in cooperation with the YorkHousing Authority as the Qualified non-profit housing corporation and meeting the governance and selection prioritiesoutlined in Section 10-F.6 and 10-F.7 respectively.\"  \nIn July of 2021,the developer notified YHA that they were reaching the end of construction of the subdivision and didnot intend to build the“15%of the approved Dwellings\"per Plan Note 9,and they also intended to “ask the Town for\"forgiveness'of this requirement\"and sought YHA's support for the request.YHA's Board instead decided they wantedthe dwelling units to be built by the developer as approved,as YHA was in no position to become home builders.  \nTo anyone's recollection at Town Hall,the developer did not approach the Town or the Planning Board seeking toamend the approval of the Plans for the Subdivision,specifically,Plan Note 9.  \nIn January 2022,YHA unwittingly and unbidden,received in the mail Warranty Deeds,dated 12/30/2021,for five (5)lotswithin Pine Ledge Subdivision,naming YHA owners of record of said lots.Prior to receiving these deeds in the mail,YHAhad not consented to receive these deeds,either verbally or in writing-the deeds just appeared in the mail as \"gifts\"from the developer.YHA requested a meeting with the developer to discuss the implications of the“gift”,which wasrefused.  \nYHA thus owns five lots for which real estate taxes and home owners association fees are also attached and owed.YHAmet with Code Enforcement to ascertain the buildable status of the lots and learned that some are not buildable,Subsequently,the YHA board decided to try to turn the
