Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Regional Partnership Framework (RPF) for the fiscal years (FY)17-21 and updated in the Performance and Learning Review (PLR) dated February 26, 2020, which extended the CPF period by two years to FY23.  \nii. The Pacific Islands Countries (PIC9) RPF was aligned with the governments’priorities, the key priorities identified in the Systematic Country Diagnostic (SCD), the fragility drivers identified in the Risk and Resilience Assessment (RRA), and the WBG’stwin goals. The PIC9 comprise the Federated States of Micronesia (FSM), Kiribati, the Marshall Islands (RMI), Nauru, Palau, Samoa, Tonga, Tuvalu, and Vanuatu. The overarching goal of the PIC9 governments was to attain inclusive, climate-resilient, and sustainable growth, emphasizing governance, human development, and economic resilience. The RPF had four Focas Areas consistent with the overarching goal: (I) fully exploiting available economic opportunities; (II) enhancing access to employment opportunities; (III) protecting incomes and livelihoods; and (IV) strengthening the enablers of growth opportunities. The PLR reaffirmed the focus areas, extended the RPF by two years to allow for implementation of several projects approved in FY19, ensure support and learning from expanded IDA18 funding, and allow time for consultations with incoming governments on a new RPF. It also introduced changes to improve implementation, such as establishing Central Project Units (CPUs), and added  \nflexibility and adaptability to the program, like including health hazards as triggers for Catastrophe Deferred Drawdown Options (Cat-DDOs) .  \niii. IEG rates the RPF development outcome as Moderately Satisfactory. Two objectives were rated Achieved, seven Mostly Achieved, and three Partially Achieved. Under Focus Area I, oceanic and coastal fisheries management improved, as did sales of farmers and livestock producers participating in the matching grant program in Samoa. There were also positive results on expanded tourism opportunities, but tourism arrivals fell short of the target due mostly to the COVID pandemic. Results under Focus Area II were strong, as targets were exceeded for migrant workers arriving in Australia and New Zealand under supported programs, and for reducing education and skills gaps. Gender gaps were not closed. Results under Focus Area III were less strong as WB-supported projects did not reach as many beneficiaries as originally expected, and there was limited strengthening of the health systems in RMI and Samoa. However, there were positive results in addressing non-communicable diseases, covering hazard forecasting and warning systems, and timely payment of projects after an insured occurrence. There were strong results under Focus Area IV on fiscal management, improving connectivity (air, roads, and internet), workers’ remittances, and addressing gaps in poverty data. The increase in access to basic services was inadequate. While Kiribati and RMI increased their electricity generation capacity, FSM, Tuvalu, and Vanuatu registered no or almost no increase.
