It explains how PERT defines required actions to meet objectives on time, uses time as a common denominator, and supports trade-off analysis among time, resources, and technical performance. It also outlines advantages such as network diagramming, improved communication, continuous progress reporting, simulation of alternative decisions, and probability-based deadline assessment. development program. The PERT technique was developedduring 1958 at the Navy Special Projects Office by a project team whichstudied the application of statistical and mathematical methods to the plan-ning,evaluation,and control of research and development(R&D)effort. The project team consisted of personnel from the U.S.Navy SpecialProjects Office,Booz-Allen and Hamilton, and Lockheed Missile SystemsDivision. The Navy first applied PERT to the development of the Polarissubmarine.By 1961 the technique had found application in certain areasof the Air Force,Army, and special agencies of government as well asprivate industry. \nPERT is used to define what must be done in order to accomplish programobjectives on time.Through its use, areas of a project that requireremedial decisions can be detected and the effect of trade-offs among thethree basic factors-time,resources,and technical performance-canbe determined. One of the major advantages of PERT is that it providesa method for the diagramming(establishing a network)of a program.Eachevent is depicted and its relationship to the others expressed.PERT usestime as the common denominator to reflect planned resource applicationand performance specifications. \nPERT also provides: \n·Aids in planning and scheduling a program. \n·Better communications. \n·Continuous,timely progress reports, identifying potential problemareas where action may be required. \n·A simulation of the effects of alternate decisions under considerationand an opportunity to study their effect upon the program deadlines, prior to implementation. \n·Probability of successfully meeting deadlines. \nThe nature of PERT is such that the larger and more
