Russell B.LongChairman,Committee on FinanceSenate,Washington,D.C.  \nDear Mr.Chairman:  \nI have the honor to submit a report,related to the Medicareprogram,on the \"Personnel Qualifications Study.\"This reportis made in compliance with the request of your committee inits report to accompany H.R.12080,Social Security Amendmentsof 1967(90th Congress,1st sess.,S.Report No.744).  \nThe Committee's request was set forth in the following terms:  \nPursuant to present law,the Secretary of Health,Education,and Welfare establishes various health andsafety criteria as conditions for the participationof providers of services and independent laboratoriesin the medicare program.In setting these standards,it was necessary to establish criteria for judging theprofessional competency and the qualifications of keyprofessional personnel in these health facilities.Membership in or registration or certification bycertain specialty or professional organizations is theprincipal accepted means of establishing professionalqualifications in health fields.Medicare regulationsgo beyond these usual tests of qualifications by pro-viding that individuals meeting alternative trainingand experience requirements may be found to bequalified personne1.  \nWhile the committee agrees that the Secretary's healthand safety requirements are intended to safeguard thewelfare of patients,it is concerned that the relianceplaced on specific formal education,training,ormembership in private professional organizations mightsometimes serve to disqualify people whose work experi-ence and training may make them equally or better  \nqualified than those who meet the existing requirements.Failure to make possible the fullest use of properlytrained health personnel is of particular concernbecause of the shortage of skilled health personnelin several fields.  \nWhile the committee recognizes the difficulties involvedin determining the qualifications of persons in some ofthese health professions,it also believes and expectsthat the Secretary should engage in consultation withappropriate professional health organizations and Statehealth agencies and,to the extent feasible,explore,develop,and apply appropriate means of determining theproficiency of health personnel disqualified under thepresent regulations.Moreover,the Secretary shouldencourage and assist programs designed to upgrade thecapabilities of those who are not now sufficientlyskilled to qualify in health occupations now in shortsupply,but who could perform adequately with relativelylittle additional training.  \nThe quality of personnel needed to provide health services underthe Medicare program is of the utmost importance.  Shortages existin virtually every category.
