The FY21 thresholds (2019 US$) define three operational categories and the point at which countries initiate IBRD graduation, plus a high-income reference threshold. The note applies updated GNI estimates from July 1, 2020 through June 30, 2021 and lists country reclassifications between FY20 and FY21.","Public Disclosure Authorized Public Disclosure Authorized \nMay 21, 2020 \nPer Capita Income Guidelines for Operational Purposes \nThe per capita Gross National Income (GNI) guidelines covering the Civil Works Preference, IDA Eligibility, IBRD Terms and the initiation of IBRD graduation process are updated every year, based on the annual rate of change of the SDR-deflator [see President’s Memorandum to the Executive Directors dated September 27, 1983 (SecM83- 924)]. The updated operational guidelines to be applied during FY21 are as follows: \n\n| Operational Categories* | | FY21 Guidelines (2019 US$) |\n| --- | --- | --- |\n| (i) | Civil Works Preference | Less than or equal to $1,035 |\n| (ii) | Effective IDA Eligibility | Less than or equal to $1,185 |\n| (iii) | IBRD terms | More than $1,185 |\n| (iv) | Initiating IBRD Graduation | More than $7,065 |\n| | | |\n| | High-income threshold** | More than $12,535 |\n\n* These categories reflect changes introduced in accordance with the Memorandum to the Executive Directors dated January 17, 2008 (R2008-0007) . \n** The High-income threshold has been included for reference, in light of the Development Committee paper DC2018-002/P. \nPer capita GNI data (Attachment 1) for borrowing member countries for 2019 have been prepared in accordance with the procedures described in SecM2000-625. \nActing Vice President and Chief Economist: Mr. Aart C. Kraay \nDirector: Ms. Haishan Fu \nTask Team Leader: Mr. Bala Bhaskar Kalimili \nWith the 2019 per capita GNI estimates, the following countries will change classification in the FY20 Operational Guidelines (Attachment 3) . \n\n| | Classification in | |\n| --- | --- | --- |\n| | FY21 | FY20 |\n| Benin | (iii) IBRD Terms | (i) Civil Works Preference |\n| Equatorial Guinea | (iii) IBRD Terms | (iv) Initiating IBRD Graduation |\n| Gabon | (iv) Initiating IBRD Graduation | (iii) IBRD Terms |\n| Libya | (iv) Initiating IBRD Graduation | (iii) IBRD Terms |\n| Nepal | (ii) Effective IDA | (i) Civil Works Preference |\n| Tanzania | (ii) Effective IDA | (i) Civil Works Preference |\n| Thailand | (iv) Initiating IBRD Graduation | (iii) IBRD Terms |\n| Sudan | (i) Civil Works Preference | (iii) IBRD Terms |\n\nFor a number of countries, the per capita GNI can only be estimated as a range. These estimated ranges, while useful to place the countries in specific operational categories, are shown as “NA”(not available) in Attachment 1. \nAttachment 2 shows growth rates of per capita gross domestic product (GDP) in constant prices for 2019 . \nWe will use the updated guidelines and per capita GNI estimates for all operations for which invitations to negotiate are sent out from July 1, 2020 to June 30, 2021. \nAttachment 1 21-May-20 \n2019 GNI PER CAPITA \nRanked by 2019 GNI per capita (US$ dollars) \n\n| Income group and country | 2019 GNI\u003Cbr>per capita | Income group and country | 2019 GNI\u003Cbr>per capita | Income group and country | 2019 GNI\u003Cbr>per capita |\n| --- | --- | --- | --- | --- | --- |\n| (iv) Initiating IBRD Graduation\u003Cbr>High income (over $12,535) 1 | (over $7,065) | (iii) IBRD Terms (over $1,185) | | (ii) Effective IDA ($1,185 or less) | |\n| St. Kitts and Nevis | 19,030 | Guatemala | 4,610 | Nepal | 1,090 |\n| Trinidad and Tobago | 16,890 | Moldova | 4,560 | Tanzania | 1,080 |\n| Seychelles | 16,870 | Azerbaijan | 4,480 | | |\n| Antigua and Barbuda | 16,660 | Belize | 4,450 | (i) Civil Works Preference ($1,035 | or less) |\n| Uruguay | 16,230 | Jordan2 | 4,300 | Tajikistan | 1,030 |\n| Poland | 15,200 | Samoa | 4,180 | Guinea | 950 |\n| Chile | 15,010 | Indonesia | 4,050 | Mali | 880 |\n| Panama | 14,950 | Sri Lanka | 4,020 | Ethiopia | 850 |\n| Croatia | 14,910 | El Salvador | 4,000 | Guinea-Bissau | 820 |\n| Nauru2 | 14,230 | Algeria | 3,970 | Rwanda | 820 |\n| Mauritius | 12,740 | Philippines | 3,850 | Burkina Faso | 790 |\n| Romania | 12,630 | Mongolia | 3,780 | Haiti | 790 |\n| Costa Rica | 11,700 | Cabo Verde | 3,630 | Uganda | 780 |\n| Russian Federation3 | 11,260 |","cbCaidbql76Fiv2k","https://ap.wps.com/l/cbCaidbql76Fiv2k","pdf",280230,5,1,"English","en",105,"# Operational Guidelines Update\n## FY21 Per Capita Thresholds (2019 US$)\n## Country Classification Changes (FY20 vs FY21)\n## Attachments: GNI Data and Growth Rates\n## Application Period for Updated Guidelines","[{\"question\":\"What does the per capita GNI guideline update cover for operations?\",\"answer\":\"It covers Civil Works Preference, IDA eligibility, IBRD terms, and the initiation of the IBRD graduation process.\"},{\"question\":\"What are the FY21 operational thresholds based on 2019 US$ per capita GNI?\",\"answer\":\"FY21 sets thresholds for Civil Works Preference (≤ $1,035), Effective IDA eligibility (≤ $1,185), IBRD terms (\\u003e $1,185), and initiating IBRD graduation (\\u003e $7,065), with a high-income reference threshold (\\u003e $12,535).\"},{\"question\":\"How are countries handled when per capita GNI can only be estimated as a range?\",\"answer\":\"Estimated ranges that are not available for classification detail are shown as “NA” in Attachment 1.\"}]","Per Capita Income Guidelines for Operational Purposes -
