Mothers”Means\n\nInstead of helping the mothers in the old way, bymeans of Poor Law Relief,by boarding the childrenout,or putting them into institutions or orphanages,Judge Neil advocates paying the mothers to maintainthe children in their own homes. He claims thatit is simpler, better—and much more economical. \nHEN Judge Henry Neil,of Chicago, firstcame to this country to plead the cause ofthe orphan child,I sought him out.I did so fortwo reasons. One was that as a journalist it wasmy duty to hear what the prophet of any newmovement had to say in his own defence. And theother reason was that,as a woman,I wanted to seefor myself what sort of a man this was who, believingpassionately in the rightness of Mothers'Pensions, had in a record space of time achieved one of thefinest reforms ever introduced in the world's legis-lative history. \nA Boon to One Hundred Thousand \nThis isn't faney writing. It is fact. The schemethat has given back to thousands of mothers theircourage and self-respect,that has given to onehundred thousand little American children theinfinitely tender joys of home-life and mother-love,is a great thing.I wanted to see this man who hadplanted the seed which in so short a season hasreaped such a rich harvest of national wealth andhappiness. \nFor happy,well-cared-for children are a source offar greater national wealth for the future than allthe richest mines of the West. \nAnd I found as one always finds behind a greatthing,a great man.Had Judge Neil not taken upthe cudgels on behalf of poor mothers he must haveinterested himself in some other bigreform. For he isin the zenith of his powers as a thinking man and asa construeting, organising force.Such a force couldnot have been crushed;it must have found an out-let.And thousands of mothers born under thebanner of the Stars and Stripes are blessing thatmemorable day when Judge Neil sat in the JuvenileCourt in Chicago and heard sentence pronouncedupon the woman who, accused of the crime ofpoverty, had her five children torm from her armsand sent away to institutions where she would neveragain see, touch,or handle the children she hadborne. That day was a turning point in the histoiey \nof the United States. The law which could enforcesuch inhuman orders was wrong.Henry Neil.took it upon himself to set that wrong law right, with what success all America, and especially6very fatherless child in those enlightened Stateswhich have adopted his Mothers'Pensions scheme, knows. \nLooking upon the terrible child poverty whichexists in this country in a more ghastly, hideousform than it ever has existed,or,I hope, ever willexist,on the other side of the Atlantie,I felt inclinedto grudge the Judge to America. But when I wentto see him,one sunny morning,at St.Enoch Hotel,Glasgow, his headquarters during his Scottishcampaign,I found there was no sense in beingjenlous;for b","cbCaiaYJnoQxClxn","https://ap.wps.com/l/cbCaiaYJnoQxClxn","pdf",579926,12,"English","#
