9,1986 \nVol。14,No。173 \n# PENNSYLVANIA RESPONDS TO OCR CRITICISM,ISSUES THIRD-YEAR DESEGREGATION REPORT\n\nThe Pennsylvania higher education system was more successful in its 1984-85 de-segregation effort than was indicated in a report by the Education Department'sOffice of Civil Rights, and even more progress has been made in the past year,a state education official says. \n\"I don't think [OCR]was unfair,\"said Gwendolyn Farmer, executive director ofPennsylvania's Office of Equal Educational Opportunity,in a telephone inter-view.“I think OCR reported the informatlon as they saw it or had access toit.\"However,Farmer said,OCR did not have all the detalls in many cases andmisinterpreted them in others.\"It's hard to think about it\"in terms of thedata available when the OCR report was written, she added,because“8o much hashappened since then.\" \nIn its report, released in July,OCR commended Pennsylvania for anti-discrimi-nation efforts during its second year of a federally mandated five-year deseg-regation plan(HED,July 30)。However,the OCR report also criticized thefailure of several of Pennsylvania's 32 state-affiliated schools to meet speci-fic desegregation commitments and indicated that some schools were lagging inthe recruitment of minority students and faculty. \nImprovement PromisedPennsylvania's education department rebutted many ofthe criticisms,and--in a 125-page response recently sent to OCR along with acover letter signed by acting state Secretary of Education D.Kay Wright--pro-mised to rectify some admitted shortcomings. The department also included itsreport the schools'accomplishments during the 1985-86 academic year, the thirdyear of the desegregation effort. \nThe federal mandates resulted from a lawsuit filed nearly a decade ago by theNAACP Legal Defense and Educational Fund.Pennsylvania was among severalstates found to be operating segregated higher education systems, and the statefiled its desegregation plan in 1982.It covers 32 state-supported institu-tions,including Pittsburgh,Temple,Lincoln and Pennsylvania State universi-ties;14 community colleges;and 14 four-year colleges that comprise the Penn-sylvania State System of Higher Education,13 of which are predominantly white. \nIn response to OCR charges that most of the institutions filed inadequate re-ports on their 1984-85 desegregation efforts, particularly in the area of re-cruitment,Pennsylvania officials have developed a new assessment form to en-sure that all schools provide complete reports to the state education depart-ment.Additionally,more information on 1984-85 recruitment efforts was in-cluded in the rebuttal.(more) \n# PENNSYLVANIA RESPONDS TO CRITICISM,ISSUES DESEGREGATION REPORT(Cont.)\n\nTo aid monitoring of individual schools'efforts, state officials will conducton-site reviews and accompany OCR officials on campus visits,Farmer said. \nPromised improvements to historically black Cheyney University are not as farbehind schedule as OCR implied, state officials contend in the rebuttal.Fourof 12 capital improvement projects have been completed,it says, and \"progresis being made in all projects.Any delays have been related to financingavailability and essential contract bidding procedures.\" \nA review of Cheyney's academic programs, which OCR said was proceeding tooslowly, began in 1984-85 with an appraisal of program productivity and allo-cation of university resources,Pennsylvania said.Programs in urban studies, marine biology, environmental science, earth and space science and Afro-Ameri-can studies will be dropped due to low enrollments.Academic revlews will beconducted over five years, and in 1985-86 the school revlewed its educationprogram and core and freshman courses.
