Agriculture \nBy FRANK ADAMS \nHERE is common agreement I among those responsibly concernedwith the upbuilding of Palestine that ifa substantial measure of success is tobe achieved,it must come largelythrough maximum use of the agri-cultural resources of the country. This is not because agriculture will everbe the dominant interest in Palestine, but because it must always constitutethe chief means of livelihood for mostof those who reside there, and be theanchor that will tie a majority of itspeople to the land. \nWithin the past eight or ten years anumber of important investigationshave been made of agricultural possi-bilities in Palestine, and the MandateGovernment has been endeavoring tobuild up reliable information regardingthe agricultural resources and howthey can be used to be of most advan-tage to the people.Since about 1921the Zionist Agricultural ExperimentStation has conducted agricultural re-search of benefit to the whole of Pal-estine,although primarily directedtoward theneedsof the Jewish colonists. The Palestine Economic Society, withmembership open not only to Jews“butalso to Englishmen,Germans,andArabs,\"has stimulated thought regard-ing the larger economic problems,in-cluding those relating to agriculture, its bulletins containing papers of greatvalue. The principal colonizing agen-cies—the Palestine Jewish Coloniza-tion Association (Pica)and the ZionistOrganization (now the Jewish Agencyfor Palestine)—have likewise made im-portant contributions.Neither the reports of the various investigations nor the work of the governmental and \ncolonizingagencies,valuableastheyare,has supplied all the informationneeded for final evaluation of the agri-cultural possibilities of the country.Nevertheless, they provide a basis forsome appraisal of the agricultural situa-tion. \n# NATURE OF AGRICULTURALRESOURCES\n\nIn addition to being a very smallcountry, less than half of which iscultivable,Palestine is handicapped inits new venture by its inheritance ofprimitive agriculture and by an inade-quate moisture supply, particularly inthe summer.Temperature conditions, while more variable in occurrence, class the country with the Riviera andwith California as to the nature ofcrops that can be grown. The annualrainfall averages from about 150 mm.in the south to about 625mm.at Haifa(about 6 to about 25 inches),but insome years it is very much less. \nThere are several important streams, chiefly the Jordan and the Auja, largenumbers of fine springs(as well as someof poor quality),and a substantialquantity of underground water,appar-ently chiefly in the Maritime Plain;buttaken all together, these various watersources do not furnish enough, nor is allof the chief of these sources—the RiverJordan—economically available for ir-rigation,at least under present condi-tions.Thelarger part of the cultivableland, both in the hills and in the valleysand plains, must therefore continuelimited to dry farming, although not all to such scanty yields as have beenusual over most of the country.Thelarger part of the hills must be devoted \nmerely to grazing, and present genera-tions at least are not likely to witness disappearance from these hills of thesimple pastoral life that has been as-sociated with Palestine from its earliestoccupation. \nIt is well known that through thecenturies of political and religious strifein Palestine, its agricultural resources, including its forests, have deteriorated. So far as we have information, littleeffort was made to maintain soil pro-ductivity or measurably to expand thecultivable areas by reclamation andirrigation, although accounts havecome down to us of flourishing palmand date gardens,as around Jericho, and of areas that“could support anarmy.\"In any event, any effectssuch efforts may have had in times pasthave not carried down to the present.Remains of numerous aqueducts, somefrom Roman times, are, tobe sure, foundquite widely scattered, but these madeavailable relatively small water sup-plies,and even these were used foroperating pri","cbCaivm2Gi1uojO7","https://ap.wps.com/l/cbCaivm2Gi1uojO7","pdf",1804780,12,"English","# NATURE OF AGRICULTURAL RESOURCES\n## Land Available for
