The Pakistan HCR—one of the first worldwide—aims to provide a wideranging assessment of the challenges and opportunities for Pakistan to improve its human development outcomes, while underscoring the need for a long-term commitment and sustained human capital investments. It prioritizes and analyzes selected human capital outcomes—including early childhood development, stunting, and learning poverty—to identify solutions and update human capital development policies. It uses existing and newly collected data to provide a comprehensive assessment of the state of human capital in Pakistan, including its human capital endowments and constraints, as well as the impact of the COVID-19 pandemic.  \nThe communication and engagement plan proposes differentiated products and approaches tailored to various audiences. It aims to take advantage of the World Bank’s convening power to engage in dialogue on the HCR’s key messages and recommendations to help advance the human capital agenda in Pakistan.  \nKey Messages  \n• Pakistan’s human capital challenges are among the most serious in the world. They include deep deficits in learning, over 20 million of school-age children out of school, high levels of child malnutrition, a growing infectious disease burden and low empowerment of women. Pakistan’s Human Capital Index (HCI) of 0.41 is low both in absolute and relative terms, compared to the South Asian average of 0.48, Bangladesh’s at 0.46 and Nepal’s at 0.49. Indeed, Pakistan’s human capital outcomes are more comparable to SubSaharan Africa’s, which has an average HCI of 0.40. The richest countries have HCI of 0.80 or higher.  \n• Pakistan’s human capital stock has improved only marginally over the past three decades, while inequalities have worsened, with gaps persisting or even widening overtime between the rich and poor, men and women, rural and urban areas, and among the provinces. Human capital outcomes are low across the board, with even the most  \neconomically advantaged groups having lower human capital outcomes than in similar countries. Pakistan remains far from realizing its potential and is thus forgoing substantial growth and development. Despite favorable demographic tailwinds, Pakistan has been unable to reap its rightful dividends due to inadequate investment in human capital. The COVID-19 pandemic and the 2022 floods have worsened these challenges, adding a significant threat to Pakistan’s already low human capital at all stages of the life cycle.  \n• Low human capital investments could limit the realization of Pakistan’s ambition to become an upper middle-income country by 100th anniversary of its founding. If Pakistan continues at current trajectory in its human capital investments, its GDP per capita would grow by a mere 18 percent through 2047. But if Pakistan improves both its human capital and its utilization, bringing adults into productive work outside farming, the gains could rise to 144 percent, an eight-fold increase over business-as-usual.  \n• To boost its human capital, Pakistan needs to bring its population growth under control, invest more in the supply of basic health and education, and enhance female labor force participation. Pakistan needs to integrate high-quality, contextually relevant parenting and behavioral change programs into existing health, social protection, and education platforms. It needs to make nutrition a national priority and formulate a national nutrition policy, address bottlenecks, and sharpen sectoral interventions. With the right policies and investments, the growing working-age population can become healthier, more educated, killed, and more productive—and can earn more if the economy generates more and better
