It quantifies investment requirements for wastewater management, municipal solid waste management, universal water and sanitation, disaster preparedness and response, and modernization of irrigation systems through 2030 and related periods. It also estimates costs for low-carbon power supply, coal phase-out, transport decarbonization, energy-efficiency in industry and buildings, clean cooking, and irrigation efficiency under decarbonization scenarios.","Public Disc losure Authorized \nPAKISTAN COUNTRY CLIMATE AND DEVELOPMENT REPORT \nAnnex 5 \nIndicative Total Climate and Development Financing Needs \nCross Cutting Needs \nŸ Improve Wastewater Management: About 308 million m3 of municipal and 185 million m3 of industrial wastewater is generated annually, but only 10 percent is treated, and only 36 percent of the population have access to safely managed drinking water. The total investment needs for improving wastewater management in Pakistan up to 2030 is estimated at US$7.5 billion.1 \nPub lic Disc losure Authorized \nŸ Strengthen Municipal SWM: The total investment needed for strengthening the solid waste management system to accommodate the 30 million tons of solid waste generated annually, at a 2 percent growth rate, by tapping into waste-to-energy and recycling methods is estimated at US$6.4 billion for 2020–2030 . 2 \nAdaptation and Resilience \nŸ Universal Water and Sanitation: Expenditure needs to meet SDG targets in water and sanitation are sizable. To achieve universal coverage by 2030, Pakistan would need to expand access to safely managed water and sanitation facilities to an additional 168 million, and access to sanitation facilities by an additional 184 million people. It would also need to expand access to basic handwashing facilities with soap and water to 131 million people. This will require investing an aggregate amount of US$55 .2 billion by 2030.3 \nŸ Disaster Preparedness and Response: The average cost of adaptation for 2010–2050 would around US$10 .7 billion per year. This analysis, however, is not the full cost as it does not account for the costs associated with building resilience in critical sectors such as coastal zones, energy, agriculture, forestry, health. This translates into a total cost to address climate related disasters at roughly US$85 .7 billion for 2023–2030 .4 \nŸ Modernization of Irrigation Systems: The total investment needs to modernize the irrigation systems in Pakistan is estimated at US$4 billion for 14 million hectares. This estimate derives from detailed cost estimate established by SIDA (Sindh Irrigation and Drainage Authority) for one canal in Sindh province as part of the preparation of Sindh Water and Agriculture Transformation Project and extrapolated throughout Punjab and Sindh provinces. This estimate provides an order of magnitude of the total investment need to achieve basic modernization of irrigation systems.5 \n1 IFC (2019), Pakistan's Green Business Opportunity (Internal Document) .
