It also examines brackishness by canal position, showing tail reaches have higher brackish water yields without corresponding price differences.","Public Disclosure Authorized Public Disclosure Authorized  \nPAKISTAN COUNTRY CLIMATE AND DEVELOPMENT REPORT  \n Annex 3   \nGroundwater Irrigation in Punjab  \nData from a survey of 10,000 farmers across Punjab, conducted in May and June 2022, establishes four key stylized facts about groundwater irrigation in Punjab Province, where the vast majority of Pakistan's tubewells are located.  \nTubewell ownership vs. groundwater use: Whereas the distribution of tubewell ownership is heavily skewed toward larger landowners, the distribution of groundwater use is much ﬂatter. Groundwater is transferred principally either through direct sales to neighbors or through land leasing, whereas tubewell and associated water rights are rented out along with the land. However, electric tubewells provide 47 percent of total groundwater for irrigation and 58 percent of groundwater transfers to nonowners of tubewells—ﬁgures that are much closer to or higher than those for diesel tubewells on an irrigated area basis. Electric tubewell ownership is also relatively more concentrated among the largest landowners (>20 acres) . Solar-powered tubewells are the exception, but they represent only 2 percent of groundwater sales. Groundwater prices from both types of tubewells are about 25 percent higher than the hourly diesel cost of around Rs. 300 (US$1 .5) 1 , which raises the question of how electricity market reforms will affect groundwater buyers. If the equilibrium price of groundwater in a location is set by the hourly pumping cost of the “marginal” supplier, that is, a diesel tubewell owner, then the welfare effects of changes in the price of electricity will be fully absorbed by the owners of electric tubewells. Atthe tail reaches of canals, this rises to 28 percent, as compared to 20 percent atthe head of the canal. This pattern reﬂects better recharge at channel heads, due to seepage of sweet canal water. There is no corresponding difference in groundwater prices by either the brackishness of groundwater or by channel position. Paradoxically, the least brackish groundwater is reported by tubewell owners in areas with no canal irrigation whatsoever. However, these rainfed areas also have a substantially lower incidence of groundwater use, suggesting that the exploitation of low-quality groundwater is simply less viable outside canal irrigated zones.
