\nVol.37--No.7 \nOur Worst Demagogue \nIT IS pretty generally concededthat the title our worst dem-agogue”belongs to the Senator fromMississippi who emerged triumphant inthe July 2 primary election, after ex-horting a\"resort to any means\"to keepnegroes from exercising their constitu-tional rights in the same primary.Hewill,of course go back to the Senate, and the Senate will,of course, accepthim. But we may legitimately ask why.Is it not the duty of the Senate to judgethe qualifications of its members?Andis a man qualified to govern this coun-try(even if it can be proven that he isqualified to represent Mississippi)whenhe openly and publicly advocates vio-lence against the law of the land? \nMoreover,since he was campaigningfor his own reelection,it is a questionnot only of his personal qualifications, but also of irregularity in the electionitself.Since when does the Constitutionof this country permit a candidate to as-sure himself a majority by advocatingpersonal violence against those whowould vote against him? \nFor the record, let us place here theSenator's words, though they have al-ready been broadcast in the public press:\"White people will be justified in goingto any extreme to keep the nigger fromvoting. You and I know what's the bestway to keep the nigger from voting.Youdo it the night before election—I don'thave to tell you any more than that.Red-blooded men know what I mean.\" \nIs there no way in which a democracycan protect itself from the stupidity ofits elected representatives?Surely theSenate is not under the impression thatits prestige and public respect is en-hanced by the acceptance of such a maninto its ranks. \nThe only consoling feature is that thepeople of Mississippi seem to act a littlemore decently than they think or vote.About 3,000 negroes actually did casttheir ballots in the primaries without be-ing victims of violence. \nFor Racial Peace \nIT HAS come to our attentionthat the police forces of ourlarge cities often act on the policy thatthe best thing to do about race disturb-ances,or disturbances that might lead tóracial friction,is to\"hush them up\"andthus prevent them from spreading. \nThis may have a certain administra-tive attractiveness to the harassed guard-ians of the law,but one may wonder ifit is for the general good.Racial fric-tion,being based for the most part onprejudice and emotion,is not of a na-ture to\"work itself out,\"if it is leftalone. There is always enough basis offact in the mutual recriminations of ra-cial friction to more than feed the prej-udice and emotion involved. \nThe wisest course would be to attackresolutely the basis of fact in the casesof friction that arise.Hushing up suchincidents only increases their impact onthe public by the creation of exaggerat-ed and irresponsible rumors. \nBut it is to be noted that this \"resoluteattack”on the causes of friction is notthe work of the law-enforcement agen-cies alone. If they are not witness to theincidents they can hardly make arrests, and from the very nature of things theyusually arrive after the ineidents haveoccurred. Moreover, redress through thecourts is often hampered in such casesby delays, postponements, and the actionof“pressure groups”of various kinds \nThe proper thing would seem to be aclose collaboration between the policeand the leaders of the community, bothwhite and colored.Extremists who causemost of the trouble make themselvesknown sooner of later, even when thereis no ground for legal action againstthem;and if the police were careful togather this information and pass it on tothe leaders of the community, privatepersuasion and moral pressure could fre-quently be exerted in cases where thepublic law-enforcement agencies couldnot well act themselves. \nPreparing the way for such collabora-tion with law-enforcing agencies wouldbe a most constructive work for the va-rious organizations which strive to pro-mote better race relations. \nDRAMA \nThe
