for new mothers in recogni-tion of a growing number of preg-nant female inmates and an effort tolower their recidivism rates. \nSince starting the prison nurseryat the Ohio Reformatory forWomen more than a year ago,12mothers have completed the cur-riculum and none has been recom-mitted. \nThe program currently has 11women enrolled. \nWhile another year or two mustpass to collect any meaningful data, other states find that graduatesrarely commit new offenses. \nNebraska,New York andWashington have similar programsthat allow female inmates to nurturethe infant after birth in special cor-rectional facilities. \nOhio Rehabilitation and Cor-rection Director Reginald Wilkin-son decided to introduce a prisonnursery at the Marysville unit afterstudying the eight-year-old NewYork model and a later one in Ne-braska. \nIn the 1990s,female offendersnationwide increased proportion-ately faster than males. \nFemales jumped from less than \n4.5 percent of the prison populationin 1990 to nearly 7 percent by theend of the decade. \nNationwide more than 41 per-cent of female offenders are servinga drug sentence.Another 6 percenthave been convicted of prostitutionand other public nuisance crimes \nWith the increase has come aneed for specialized programs forpregnant women.Colorado reportsthat on average one in very 20 in-mates at the Denver Women's Cor-rectional Facility will be pregnant. \nOregon is experimenting with aprogram that increases visitationrights for women with children. \nThe objective is to encouragethe women to accept their responsi-bilities and to help break family cy-cles of crime. \nOhio authorities said allowingnewborns to remain with theirmothers cuts other social costs, suchas foster care. \nOhio's nursery program pro-vides training in parenting,sub-stance rehabilitation and avoidanceof domestic violence. \nThe nursery program is re-stricted to nonviolent offenders whogive birth in prison and have goodmental and physical health.
