It distinguishes long-running digital transition efforts from transformation that reshapes teaching and learning through technology as an ecosystem-level change. The analysis highlights student information systems, online learning platforms, and learning management systems, emphasizing interoperability and privacy/data linkage constraints as key determinants of effective, actionable improvement.","OECD DIGITAL EDUCATION OUTLOOK 2023  \nTowards an Effective Digital Education Ecosystem  \nOECD Digital Education  \nOutlook 2023  \nTOWARDS AN EFFECTIVE DIGITAL EDUCATION  \nECOSYSTEM  \nThis work is published under the responsibility of the Secretary-General of the OECD. The transition is characterised by the adoption of student information systems, online learning platforms and the use of digital devices in classrooms.  \nThis transition, however, is not the same as a digital transformation. The latter would imply a fundamental change in some educational processes, integrating technology not just as a tool, but as a way to reshape teaching methodologies, learning processes, and the educational ecosystem at large, to make it more effective. Currently, the incorporation of technology in education often replicates traditional methods rather than reinvents them. The main benefit of a digital transformation lies in the personalisation of educat","cbCairnd4hM8j3Rl","https://ap.wps.com/l/cbCairnd4hM8j3Rl","pdf",5708057,2,1,414,"English","en",105,"# Foreword\n## Digital transition vs digital transformation\n## Student information systems\n## Learning management systems and interoperability\n## Data use, dashboards, and privacy considerations","[{\"question\":\"What is the focus of the OECD Digital Education Outlook 2023?\",\"answer\":\"It assesses how countries manage the digital transition in education and the extent to which they are prepared for a digital transformation.\"},{\"question\":\"How does the report distinguish a digital transition from a digital transformation?\",\"answer\":\"A transition centers on adopting tools like information systems and remote learning, while a transformation fundamentally reshapes teaching and learning processes, using technology beyond a mere tool to improve the education ecosystem.\"},{\"question\":\"Why is interoperability important according to the report?\",\"answer\":\"Interoperability enables data collection and analysis at jurisdiction or national level and reduces inefficiencies caused by manual re-entry across systems;
