\nHEMISPHERICA \n# O.A.S.:A BODY IN SEARCH OFA HEAD\n\nAN EDITORIAL \nselves to the issue and individually topress their governments, where theseare susceptible—not again to default intheir duty to the hemisphere but tochoose as head_of this presently aimlessbody—the OAS—a statesman who willbe impervious to temporary comfort andconvenience, and responsive to the so-cial,political and economic needs of peo-ples long abandoned by the very instru-ment which should be the guardian oftheir welfare. \nPIRANDELO,the eminent Italian play-wright,has written a drama called“Six Characters in Search of an Au-thor.”Following his lead,we would_liketo caption this Editorial:“OAS:a Bodyin Search of a Head.” \ncentral source, against these assaults onhuman freedom. \nIn another year, the office of the Sec-retary General of the OAS will be openfor election.Already we are informedthe electoral fever has begun. The elec-tion is in the hands of governments—and one may only hope that,by that dateof election some of the present incum-bents of the presidencies will be out ofpower.Otherwise we may again witnessthat the choice for this crucial office willserve the convencience or the opportun-ism of electors bent on maintaining astatus quo of their convenience. \nWe are moved to these speculations onthe OAS by recent articles in the LatinAmerican Press —however apocryphalthey may be —indicating the numberof candidates priming themselves for fu-ture presidential posts in countries wherethe newly installed presidents have hard-ly had time to reach their offices.Thisavidity for office is of course a uni-versal ambition—and it is rare to finda lack of candidates in this politicalhemisphere, whether the post be for pub-lie cxecutioner or President. \nTruly,the OAS is a Body in Search ofa Head—a destined head.Lacking such, the OAS may again revert to its past, atottering relic too weak to fulfill its pur-pose as a coherent instrument for theunification of the hemisphere and thewell-being of its peoples. The weakenedarmature may then collapse of its ownfailure,at the very moment of one ofthe hemisphere's greatest needs. \nPerhaps it is time for the entire spec- \ntrum of democratic voices of the Hemi- \nsphere to be raised in warning:the in- \nternational organizations devoted to hu- \nman liberty;the free labor organiza- \n率 * \ntions,the press, the educators, the demo- \ncratic political parties—to address them- \nIn the matter of our Editorial,how-ever,we are discussing quite a reversesituation:that of a potentially great postwhich is seeking its truly providentialcandidate. \n# CHILEAN DEMOCRATS UNITE FOR FREEDOM\n\nIt is a truism to state that an Insti-tution is the reflection of its leading of-ficer.In this matter, this is especiallytrue of the Inter-governmental organiza-tions such as the United Nations andthe Organization of American States.Ifwe study the rise and fall of these in-stitutions,in the opinion of their con-stituencies we will note that their effi-cacy varied directly in proportion to thecourage and peristence of its leadingofficer. \nBy MARTIN POBLETE \nArmed Forces. The aim is evident,con-tradicting every known doctrine
